A. MOTION TO ADOPT budget Resolution No. 2018-255 transferring funds within the Law Enforcement Trust Fund (LETF) for the Broward Sheriff's Office (BSO) in the amount of $554,350 for the purpose of providing funds for the purchase of ballistic helmets for BSO deputies.

B. MOTION TO ADOPT budget Resolution No.  2018-256 transferring funds within the Law Enforcement Trust Fund (LETF) for the Broward Sheriff's Office (BSO) in the amount of $10,000 for the purpose of providing funds for Christmas in July Inc.

ACTION:  (T-10:26 AM)  Approved.
 
VOTE: 6-0.  Commissioners Geller, Holness and Sharief were not present.
Why Action is Necessary
Florida Statutes 932.7055(5)(a) requires that proceeds from the disposition of liens and forfeited property obtained from criminal procedure and corrections be deposited in a special law enforcement trust fund to be used for law enforcement purposes. Recommendation of the Sheriff and Board approval are necessary to appropriate LETF funds.

B. Provides LETF funding in the amount of $10,000 to support Christmas in July Inc.

Summary Explanation/Background
A. The Broward Sheriff's Office supports this LETF request for ballistic helmets. Ballistic helmets would be used to provide additional ballistic head protection for Broward Sheriff's Deputies tasked with performing law enforcement duties and other related functions in Broward County. Success of this program can be measured via the preservation of life of the Broward Sheriff's Deputies outfitted with the ballistic helmets.

B. The Broward Sheriff's Office supports this LETF request for Christmas in July Inc. Christmas in July is about meeting the needs of homeless children by providing personalized book bags with clothing, blankets, personal hygiene items, and back-to-school supplies to school age children within Broward County. In conjunction with the Broward County Board of County Commissioners, the School Board of Broward County, BSO, and other Police Departments, a one day event is held in which the children will receive a child identification card, fingerprinting, and K-9 demonstrations. These children are able to see the Police in a very positive light, which will help them feel safe around law enforcement, instill a feeling of well-being, build confidence and self-esteem, and help to prevent future criminal activity.

Fiscal Impact/Cost Summary:
Funds are available within the Law Enforcement Trust Fund for these actions. According to BSO, the current balance of the LETF, as of May 11, 2018 is $3,715,612 in the local account ($2,472,265 of which is unrestricted) and $5,167,203 in the federal account ($2,221,773 of which is unrestricted). These actions will utilize $554,350 in unrestricted federal funds and $10,000 in unrestricted local funds.
