MOTION TO AWARD open-end contract to low bidder, Geiser Guns, Inc., for Clay Targets, Bid No. OPN2116590B1, for the Parks and Recreation Division, in the annual estimated amount of $203,149, and authorize the Director of Purchasing to renew the contract for two one-year renewal periods, for a three-year potential estimated amount of $609,447. The initial contract period begins on the date of award and terminates one year from that date. (Commission District 1)

ACTION:  (T-10:26 AM)  Approved.

VOTE: 6-0.  Commissioners Geller, Holness and Sharief were not present.

In accordance with the Broward County Procurement Code, Section 21.31.a.4, the Board is required to approve all purchases exceeding $250,000 per annum or $400,000 in a multi-year period.

Provides for an open-end contract to purchase clay targets for the Parks and Recreation Division.

THE PURCHASING DIVISION AND THE PARKS AND RECREATION DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development did not reserve this project for Small Business Enterprises under the Sheltered Market Program, or assign County Business Enterprise participation goals to this solicitation based on the review of products requested (Exhibit 2).

The purpose of this contract is to provide for the purchase of clay targets for the Parks and Recreation Division. Clay targets are used by park patrons, various clubs, and organizations for recreational shooting activities at the Broward County Markham Park Target Range.

The targets referenced in this contract are the White Flyer brand, approved as a standardized sole brand by the Board on January 24, 2006 (Item No. 12); reaffirmed on November 7, 2017 (Item No. 30).

The Parks and Recreation Division has reviewed the bid submitted by Geiser Guns, Inc. and concurs with the recommendation for award (Exhibit 3). There are no vendor performance evaluations completed for Geiser Guns, Inc.

The Purchasing Division researched the prices submitted by the recommended bidder, Geiser Guns, Inc., and determined that the prices submitted are fair and reasonable in comparison to the estimated unit prices, previous Broward County contract, and other bid submissions (Exhibit 4).

There was no protest or appeal filed regarding this procurement.

The bid posted on March 26, 2018 and opened on April 18, 2018; four bids were received with no declinations (Exhibit 1).
