Summary Explanation/Background
THE PURCHASING DIVISION AND THE PARKS AND RECREATION DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise participation goal of 25% for this project. The OESBD determined that this project is not subject to the Broward County Workforce Investment Program (Exhibit 2).

The purpose of this solicitation is to engage the services of a qualified firm to provide a 10-year Parks and Recreation System Master Plan (PRSMP). The selected firm will be responsible for reviewing and recommending the organization and administration of public parks and recreation facilities, programs, and services, including operations, maintenance, environmental preservation, and extension education. The PRSMP is intended as a planning tool, addressing future needs, levels of service, and the establishment of standards for parks and facilities and amenities. In addition, the PRSMP will provide recommendations for a systematic and prioritized approach to the implementation, modification, or addition to parks and recreation facilities, amenities, programs, and services that will also include staffing, funding needs, and funding strategies.

The Request for Proposals procurement method was selected for this project to best serve the County by providing predefined evaluation criteria for ranking of firms based upon the required specialized technical expertise.
