THE BROWARD COUNTY AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.
Motion A
Section 26.16 of the Administrative Code provides for guidelines for a taxicab concession at FLL. Specifically, Section 26.16(a) provides for a taxicab concession, Section 26.16(b) provides for procurement by way of a Request for Letters of Interest ("RLI") process; and Section 26.16(f) provides for a Privilege Fee Basis of compensation. This action provides for waiving Chapter 26, Section 26.16, so that the proposed solicitation can include the following: 1) allow for the awardee to be a management company, as opposed to a contract taxicab service, 2) utilize a RFP process, instead of an RLI process, and 3) use a management fee basis of compensation, instead of a privilege fee basis of compensation.
Motion B
Chapter 26, Operational Policy, Aviation, Section 26.5 of the Administrative Code provides for the procedures for protesting a solicitation or a proposed award of a contract under the Concession Policy award process. Section 26.6 provides for the procedures in determining the resolution for a protest. Chapter 26 is not consistent with the Board-approved policy under Chapter 21, Operational Policy, Procurement Code, which includes guidelines to settle and resolve protests and appeals.
The Broward County Aviation Department is requesting a waiver of Section 26.5 and Section 26.6 in Chapter 26 in the Administrative Code to allow for the inclusion of the guidelines as set forth in Chapter 21, Sections 21.118 through 21.122 of the Procurement Code in the proposed solicitation. This proposed waiver will make the protest resolution and appeals process more efficient and consistent with current County policies.
Motion C
The Office of Economic and Small Business Development has assigned an Airport Concession Disadvantaged Business Enterprise goal of 25% for this RFP.
The purpose of this RFP solicitation is to engage the services of a qualified and experienced firm to administer the Ground Transportation Program ("Program") and manage the functions of ground transportation and curbside management at FLL. The selected firm will provide management and monitoring of the activities for all commercial motor carriers, courtesy operators, and Transportation Network Companies at FLL including: taxis, prearranged vehicles, courtesy vehicles (hotel/motel, off-airport parking, and off-airport rental car shuttles), shared ride concession vehicles, and any additional commercial ground transportation providers. Proposer will provide enforcement in accordance with approved policies and procedures for all aspects of the Program. The selected firm will provide this service to the County twenty-four (24) hours per day, seven (7) days per week, including holidays.
The RFP method of procurement was selected for this project to best serve the County with additional evaluation criteria other than price alone. The RFP method provides for predefined evaluation criteria for ranking of firms based upon the required specialized expertise. Proposers are required to determine the best method to accomplish these services.
