Why Action is Necessary
A. In accordance with Broward County procurement Code, Section 21.84.h, final ranking of qualified firms requires Board action.

B. In accordance with Broward County procurement Code, Section 21.14.c.6, the Director of Purchasing shall execute agreements delegated by the Board.
What Action Accomplishes
A and B. Approves the Evaluation Committee's recommendation of the final ranking of qualified firms and authorizes the Director of Purchasing to execute the negotiated agreement.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE EVALUATION COMMITTEE RECOMMEND APPROVAL OF THE ABOVE MOTION.
 
This procurement was solicited to engage the services of a qualified firm to provide an investigative management system inclusive of software, hosting (data storage provided by Broward County Enterprise Technology Services), maintenance, and support services for the Broward Office of the Inspector General.

On January 23, 2018 (Item No. 38), the Board approved the Request for Proposals (RFP) No. TEC2114786P1, Investigative Management System. Three firms submitted proposals in response to the RFP.

On March 30, 2018, an Initial Evaluation Committee Meeting was held. The Evaluation Committee determined that two firms were determined to be responsive and responsible to the requirements of the RFP, and that Legal Files Software, Inc. was determined to be non-responsive to the financial information requirements of the RFP.

On May 9, 2018, a Final Evaluation Committee Meeting was held. The Evaluation Committee named WingSwept, LLC, as the first-ranked firm and Journal Technologies, Inc. as the second-ranked firm (Exhibit 1).
 
The Evaluation Committee's proposed recommendation of ranking will be posted from May 10, 2018 through May 14, 2018, which provided an opportunity for any interested party to present any new or additional information regarding the responsibility of the proposers.

The Evaluation Committee's final recommendation of ranking will be posted on the Purchasing Division website from May 15, 2018 through May 21, 2018, which will provide an opportunity for any aggrieved proposer to file a formal protest.
