MOTION TO APPROVE Fourth Amendment to the Agreement between Broward County and BG Design Studios, Inc. d/b/a Barranco Gonzalez Architecture for the build-out of the Emergency Distribution Center, Request for Letters of Interest (RLI) No. 20080207-9-CM-01 in the amount $151,050 thereby increasing the total contract amount from $413,293 to $564,343 and increasing the term of the agreement by five years; and authorize the Mayor and Clerk to execute the same. (Commission District 9)

Summary Explanation/Background
THE PUBLIC WORKS DEPARTMENT / CONSTRUCTION MANAGEMENT DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise (CBE) participation goal of 22% for this agreement. BG Design Studios committed to 65.66% CBE Participation. To date, BG Design Studios has been paid $399,454.46 and has paid CBE firms $399,454.46 for a 100% participation.

The existing warehouse building located at 1801 NW 64th Street in Fort Lauderdale was extensively hardened to accommodate Broward County’s paper records managed by the Records Taxes and Treasury Division and Broward Sheriff’s Office; area for the Office of Regional Communications and Technology (Radio Shop); and general storage area.

On January 6, 2010, the Purchasing Director executed a consulting agreement with BG Design Studios, Inc. to provide for a preliminary scope of work limited to a hardening analysis of the existing structure for a total agreement amount of $67,874.

On December 12, 2011 (Item No. 57), the Board of County Commissioners approved the First Amendment to the consulting agreement authorizing design and construction administration services to provide wind hardening, roofing, waterproofing, correction of ADA deficiencies and various building system upgrades. The total value of the agreement was increased to $294,720.

On March 25, 2014, the Purchasing Director executed the Second Amendment to the consulting agreement increasing the scope of pre-design, construction document, construction administration and warranty phases of the contract for a total value of $359,710.

On May 11, 2017, the Purchasing Director executed the Third Amendment to the consulting agreement extending the construction administration services by 88 days and increasing the compensation for basic services, optional services and reimbursables for a total agreement value of $413,293.

Staff has identified the need to provide hardened warehousing to replace the existing Central Warehouse (adjacent to Easterlin Park) and create a new Emergency Distribution Center to provide storage facilities for the County’s emergency supplies. This Fourth Amendment includes design services for the Emergency Distribution Center build-out. Work includes climate control air conditioning of the approximately 15,000 square foot area, installation of a permanent back-up emergency generator and provisions for a second back-up generator, loading door canopies, and other associated improvements.
