Requested Action
MOTION TO AWARD open-end contract to low bidder, Integrity Medical Solutions, Inc., for Westcot Cots, Racks and Dust Covers, Bid No. OPN21160929B1, for the Human Services Department, in the annual estimated amount of $234,500, and authorize the Director of Purchasing to renew the contract for two one-year periods, for a three-year potential estimated amount of $703,500. The initial contract period begins on the date of award and terminates one year from that date.

Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.31.a.4, the Board is required to approve all purchases exceeding $250,000 per annum or $400,000 in a multi-year period.
What Action Accomplishes
Provides an open-end contract for the purchase of cots and related accessories to support emergency operations at various shelter locations in Broward County.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE HUMAN SERVICES DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development (OESBD) did not reserve this project for Small Business Enterprises under the Sheltered Market Program or assign County Business Enterprise participation goals to this solicitation based upon the requirements of the intended funding source, the United States Department of Homeland Security, Federal Emergency Management Agency (FEMA) (Exhibit 2).

The purpose of this contract is to provide cots, racks, dust covers, and bedding for use in the operation of special needs shelters at various locations in Broward County.

This contract was solicited in compliance with the federal procurement process to allow Broward County to be in a position of eligibility to receive FEMA reimbursement upon the occurrence of a declared emergency event and utilization of this contract.

The Human Services Department has reviewed the bid submitted by Integrity Medical Solutions, Inc., and concurs with the recommendation for award (Exhibit 3).

One final vendor performance evaluation was completed for Integrity Medical Solutions, Inc.; the firm has an overall rating of 4.89 out of a possible rating of 5.0. A copy of the vendor performance evaluation is available upon request.

The Purchasing Division reviewed the prices submitted by the low bidder, Integrity Medical Solutions, Inc., and determined that the prices submitted are fair and reasonable in comparison to the initial estimate and the prices submitted by other firms in response to this solicitation (Exhibit 4).

There was no protest or appeal filed regarding this procurement.

The bid posted on March 21, 2018 and opened on April 9, 2018; four bids were received with no declinations (Exhibit 1).
