In 2016, the Board of County Commissioners (the "Board"), through the Intergovernmental Affairs/Boards Section ("IABS"), conducted a review of all existing Broward County boards, authorities, and agencies pursuant to the Sunset Ordinance, Section 1-244, et seq., of the Broward County Code of Ordinances (the process is called "Sunset Review"). Following the Sunset Review, IABS recommended to the Board that the Animal Care Advisory Committee ("ACAC") be retained with changes to the description of its categorical appointments. On August 22, 2017, the Board directed the Office of the County Attorney to prepare an amendment to the Administrative Code to effectuate IABS's recommendations.
On February 2, 2018, the ACAC considered the IABS's recommendations and requested that the composition of the ACAC be further modified to add two (2) at-large appointments, thereby increasing the membership of the ACAC from eighteen (18) to twenty (20). On February 6, 2018, Agenda Item No. 30, the Board considered a Resolution implementing IABS's general Sunset Review recommendations. However, due to the additional change requested by the ACAC and in order to provide additional time to revisit the issue with the ACAC, the Environmental Protection and Growth Management Department asked that the provisions of the general Sunset Review Resolution as they related to the ACAC be stricken from the general Resolution and be subsequently considered by the Board.
At its meeting of April 13, 2018, the IABS's recommendations were again considered by the ACAC. At the conclusion of the meeting, the ACAC approved a motion requesting that the total membership of the ACAC be reduced to eleven (11), consisting of two (2) at-large members and one (1) categorical appointment by each County Commissioner, rather than the current two (2) categorical appointments by each County Commissioner.
