A. MOTION TO APPROVE sole source/brand designation for Forward Looking Infrared (FLIR) Thermal Vehicle Video Detection Equipment and Repairs from the vendor, Control Technologies, Inc., for the Traffic Engineering Division.

B. MOTION TO AUTHORIZE Director of Purchasing to award resulting open-end contract to sole source, Control Technologies, Inc., for the sole brand, FLIR, Thermal Vehicle Video Detection equipment and repairs, for the Traffic Engineering Division, in the annual estimated amount of $988,427, and authorize the Director of Purchasing to renew the contract for two one-year periods, for a three-year potential estimated amount of $2,965,281. The initial contract period shall begin on the date of award and terminate one year from that date.

Why Action is Necessary
A. In accordance with the Broward County Procurement Code, Section 21.34, a sole source/brand procurement above the award authority of the Director of Purchasing must be approved and awarded by the Board.

B. In accordance with the Broward County Procurement Code, Section 21.31.a.4, the Board is required to approve all purchases exceeding $250,000 per annum or exceeding $400,000 for a multi-year period.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/TRAFFIC ENGINEERING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
 
The purpose of this contract is to provide FLIR Thermal Vehicle Video Detection equipment and repairs. The Traffic Engineering Division currently utilizes the FLIR brand of equipment for the purpose of operation, maintenance, and repair of signalized intersections as part of various roadway construction projects, newly constructed traffic signals, and signal reconstructions.

On March 12, 2018, the Purchasing Division issued a Request for Information (RFI) to ascertain whether there were any other entities able to provide FLIR Thermal Vehicle Video Detection equipment approved by Florida Department of Transportation (FDOT). There were two responses to the RFI: Control Technologies, Inc., and Donatini, Inc. The Purchasing Division confirmed that Control Technologies, Inc. is the exclusive Sole Source vendor for FLIR products in the state of Florida (FDOT Contract No. ITB-DOT-15/16-9005-GH). The RFI response from the firm, Donatini, Inc., included only ten of the twenty necessary line items. The Purchasing Division confirmed that the firm, Donatini, Inc., Maritime Division is not on the manufacturer's authorized distributor list. Based on this information, the Director of Purchasing recommends approval of this sole source/brand designation (Exhibit 1).
