The Office of Economic and Small Business Development (OESBD) did not establish County Business Enterprise (CBE) participation goals for this project (Exhibit 2).
It is the County's objective to have a mixed-use, master land use plan(s) designed by a consultant that is flexible enough to work with the uncertainties that come with a phased ten-year build-out, as well as be economically feasible for future changes and demands of the real estate market.
It is the intent for the BB&T Center property to be the nucleus of a community that will anchor western Broward County as Fort Lauderdale anchors eastern Broward County. The development contemplates a live-work-play community with a sense of place, as envisioned in the Urban Land Institute (ULI) study done in June 2016.
The work that will be done by the selected consultant will only include detailed master land planning and nowhere in this process is the actual design of any buildings to be included nor is to be construed in any way to be a solicitation for a master real estate developer for the BB&T Center property.
The property to be master-planned is in Sunrise, Florida, and is comprised of approximate 140 acres that the BB&T Center arena sits on, which includes 7,533 parking spaces (7,303 surface parking spaces and 230 parking spaces in a garage below the arena), approximately 18.2 acres of wetlands and approximately 0.62-acre archeological site. The property is located: to the southeast of the Sawgrass Expressway; to the northwest of NW 136 Avenue (Panther Parkway) and Sawgrass Mills Mall; to the south of Pat Salerno Drive; and east of the Preserve neighborhood.
The Vendor who is awarded this contract to produce the BB&T Center’s master plans may, at the County’s discretion, be precluded from participation in any contract related to the BB&T Center redevelopment project. However, the County and the Vendor may negotiate additional scopes of services, compensation, time of performance, and other related matters for future phases of the project related to the Vendor's master planning work.
The Request for Proposals procurement method was selected for this project to best serve the County with prescribed evaluation criteria based upon the firm's specialized experience and technical expertise, which is considered to be of primary importance in evaluating vendor submittals. The professional services required for this project are governed by the Consultants' Competitive Negotiation Act (CCNA), which requires a procurement method based on qualifications. |
