THE HUMAN SERVICES DEPARTMENT AND THE FAMILY SUCCESS ADMINISTRATION DIVISION RECOMMEND APPROVAL OF THIS MOTION.
This item supports the Commission Value: "Approaching human services collaboratively and compassionately with special emphasis on the most vulnerable," and the Goal to "Deliver evidence-based services to the public, and connect customers and their family members, to sustainable support, with special emphasis on financial supports." The SYEP will provide job training and work experience to Broward County youth.
CareerSource Broward (CareerSource) administers a (SYEP) for Broward County youth ages 16 to 18 years old. SYEP is an eight-week program providing each youth with a three-day orientation followed by subsidized paid summer work experience with a local participating employer. CareerSource pays each youth $8.25 per hour during the eight weeks and provides additional support for the youth. Administrative costs include a monitor to work with the employers and the three-day orientation and training. The total cost of one youth for eight weeks, including administration, is approximately $2,857. This Agreement will fund up to 35 youth positions.
A majority of CareerSource's funding for SYEP is provided by the Children Services Council of Broward County, but the demand for the service far exceeds the capacity of the program. While over 4,000 youth apply to participate in the program each summer, less than 1,000 slots are available.
The Secretaries of the Departments of Labor, Health and Human Services, and Housing and Urban Development encourage state and local governments to use funds from grants issued from those three departments to develop summer job programs for needy and at-risk youth. The County's Community Services Block Grant (CSBG) budget includes line items for education and life skills appropriate for this service in the CSBG Agreement approved by the Board on January 24, 2017 (Agenda Item No. 10).
The Agreement will be reviewed and approved by the Risk Management Division and by the Office of the County Attorney prior to approval and execution by the County Administrator. |
