Requested Action
MOTION TO ADOPT budget Resolution No. 2018-240 in the amount of $450,000 to recognize revenue from Miami-Dade, Monroe and Palm Beach Counties, within the General Fund for costs associated with a previously approved interlocal agreement for coordination and facilitation services for the Southeast Florida Regional Climate Change Compact.

Why Action is Necessary
Budgetary actions which recognize additional revenue require the approval of the Broward County Board of County Commissioners.

Summary Explanation/Background
THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND ENVIRONMENTAL PLANNING AND COMMUNITY RESILIENCE DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

This item supports the Commission’s Value of "Encouraging investments in renewable energy, sustainable practices and environmental protection," Goal 1: Seek funding for, implement policies and pursue projects promoting, the use of alternative energies and sustainable practices and Goal 2: Proactively lead in the planning, design and construction of projects supporting resilience and climate adaptation, including coordination with other entities to foster resilient design as part of local and regional projects, especially shore protection efforts.

Support for this item recognizes revenues provided under an Interlocal Agreement among Broward, Palm Beach, Miami-Dade, and Monroe Counties (partners in the Southeast Florida Regional Climate Change Compact) approved by the Board of County Commissioners on March 20, 2018 (Item No. 17). The Interlocal Agreement provides for Broward County to manage a three-year contract agreement with Institute of Sustainable Communities for collaboration and facilitation services in furtherance of the Southeast Florida Regional Climate Change Compact, and commits partner counties in the Compact to contribute $50,000 for each of the three years covered by the agreement, for a total of $600,000 for the full three-year agreement.

Broward County’s share of the cost in budgeted within the Environmental Planning and Community Resilience Division's portion of the General Fund. Broward County will receive a total of $450,000 from the other three Compact counties, to be recognized within this same fund.

Fiscal Impact/Cost Summary:
There is no fiscal impact associated with approval of this item to Broward County. Broward County's total share of costs ($150,000) was included in the Environmental Planning and Community Resilience Division's (EPCRD) portion of Fiscal Year 2018, 2019, and 2020 General Fund budgets. This action will provide the County with an additional $450,000 to administer the share of the agreement paid for by Palm Beach, Miami-Dade, and Monroe Counties.
