THE PURCHASING DIVISION AND THE PORT EVERGLADES DEPARTMENT/SEAPORT ENGINEERING AND FACILITIES MAINTENANCE DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise participation goal of 25% for this project. The OESBD determined that this project is not subject to the Broward County Workforce Investment Program (Exhibit 2).
The purpose of this solicitation is to engage the services of a qualified firm to provide programming, design, permitting, and construction administration services for a new consolidated Port Everglades facility maintenance building. Currently, maintenance and operation functions are located at various buildings throughout the Port Everglades.
The agreement will be deliberately phased: programming (phase one); design, permitting, and construction document preparation (phase two); and construction administration (phase three). Based on the County's acceptance of programming recommendations, the Consultant shall provide all design and supporting services, including plan and specification preparation, permitting, construction contractor procurement assistance, construction materials and soil testing, traffic engineering services, construction administration and support, threshold inspection services, topographic and special purpose surveys, and other architectural and engineering services required to complete the project.
The RFP procurement method was selected for this project to best serve the County by providing predefined evaluation criteria for ranking of firms based upon the required specialized technical expertise. The Consultants' Competitive Negotiation Act requirements will be used for the procurement, as the vendors' qualifications are of primary importance in evaluating vendor submittals rather than price.
