Requested Action
MOTION TO AWARD open-end contract to low bidder, Paragon Magnadata, Inc., for Magnetic Swipe Tickets, Bid No. TRN2115719B1, for the Transit Division, in the estimated annual amount of $133,488, and authorize the Director of Purchasing to renew the contract for two optional one-year periods, for a potential three-year total amount of $400,467. The initial contract period shall begin on the date of award and shall terminate one year from that date.

Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.31.a.4, the Board is required to approve all purchases exceeding $250,000 per annum or $400,000 in a multi-year period.
What Action Accomplishes
Provides magnetically encoded fare tickets for the use on Broward County Transit (BCT) bus fare boxes.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE TRANSPORTATION DEPARTMENT/TRANSIT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
 
The Office of Economic and Small Business Development (OESBD) did not reserve this project for Small Business Enterprise under the Sheltered Market Program, or assign County Business Enterprise participation goals to this solicitation based on the review of products and services requested.

This contract provides for the furnishing of all labor, materials, equipment and services required to provide Broward County Transit (BCT) with magnetic stripe tickets on an as needed basis.

The initial bid submitted by the low bidder, Paragon Magnadata, Inc., was $136,975; the Vendor offered a Voluntary Price Reduction resulting in a savings of $3,487 and a revised estimated annual amount of $133,488. The Broward County Procurement Code, Section 21.30.f.2(c), allows for acceptance of a voluntary reduction after bid opening, if such reduction does not result in the modification or deletion of any condition of the bid.
 
The Transit Division reviewed the bid submitted by Paragon Magnadata, Inc. and concurs with the recommendation for award (Exhibit 3). No vendor performance evaluations were completed for Paragon Magnadata, Inc.

The purchasing agent has researched the prices submitted by the recommended bidder, Paragon Magnadata, Inc., and has determined that the prices submitted are fair, reasonable and aligned with market analysis for the industry (Exhibit 4).

The amounts referenced in this agenda item are rounded to the nearest whole dollar. Vendor payments will be based on the actual bid amount. The bid tabulation reflects the actual amount of the award.

Incumbent: Electronic Data Magnetics; Contract No. and Title:  V1281427B1, Magnetic Swipe Tickets; Contract Term:  April 1, 2015 through June 30, 2018.  Expenditures to date:  $229,355.

The bid posted on January 17, 2018 and opened on January 31, 2018; three bids were received with two declinations.

There were no protests received for this solicitation.
