MOTION TO AWARD fixed contract to low bidder, Altec Industries, Inc., Bid No. TRN2115687B1, for Pole Crane Truck, for the Traffic Engineering Division, in the amount of $324,014 for the purchase of one pole crane vehicle for intersection maintenance and repairs.

Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.31.a.4, the Board is required to approve all purchases exceeding $250,000 per annum or $400,000 in a multi-year period.
What Action Accomplishes
Provides a fixed contract for the purchase of one customized pole crane vehicle for the Traffic Engineering Division's daily intersection maintenance and repair operations.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/TRAFFIC ENGINEERING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development did not establish goals for this procurement for Small Business Enterprises (SBE) under the Sheltered Market Program, or assign County Business Enterprise (CBE) participation goals based on a review of the product required (Exhibit 3).

The purpose of this contract is to procure one pole crane truck for use by the Traffic Engineering Division to ensure continuity of its day-to-day intersection maintenance and repair operations. This contract will allow the using agency to replace a different unit, currently in use, that serves the same purpose and has reached its useful life.

The low bidder, Altec Industries, Inc., is a non-local business. The second low bidder, SBL Freightliner, LLC. D/B/A Lou Bachrodt Freightliner, is a local business and its bid amount was within 10% of the non-local bidder's bid amount. Therefore, in accordance with the Local Preference Ordinance, the Best and Final Offer (BAFO) process was extended to Altec Industries, Inc. (a non-local business) and SBL Freightliner, LLC. D/B/A Lou Bachrodt Freightliner. No bids were received in response to the BAFO, and the award is being recommended to the low bidder, Altec Industries, Inc. (Exhibit 2).  

The Broward County Traffic Engineering Division reviewed the bid submitted by Altec Industries, Inc. and concurs with the recommendation for award (Exhibit 4). One performance evaluation was completed for Altec Industries, Inc.; the firm has an overall rating of 4.50 out of a possible 5.0. Copies of the performance evaluation are available upon request.

The Purchasing Agent has researched the prices submitted by the recommended bidder, Altec Industries, Inc., and has determined that the prices submitted are fair, reasonable and aligned with market analysis for the industry (Exhibit 5).
 
There was no protest or appeal filed regarding this procurement.

This contract does not replace any other contract.

The bid posted on January 19, 2018 and opened on February 9, 2018; two bids and one declination were received (Exhibit 1).
