On April 26, 2018, the Florida Department of Transportation ("FDOT") opened the price proposals for the Wave Streetcar Project. The proposed prices, $144.7 million and $154.8 million, each exceed 125% of the Design-Build Estimate (as defined in the Wave Project Agreement). Notices regarding the price proposals were sent by FDOT to the County and by the County to the City of Fort Lauderdale ("City").
On April 27, 2018, FDOT also advised the County that the selection committee had not yet met to determine whether and how to award the contract, and that the selection committee meeting that had been scheduled for May 3, 2018, was being postponed until May 10, 2018.
On May 1, 2018, the City of Fort Lauderdale adopted Resolution No. 18-81 requesting that the County decline to provide its assent to FDOT to continue the Wave Streetcar Project due to the price proposals exceeding 125% of the Design-Build Estimate. The City's action is based on paragraph 7 of the operative interlocal agreement among the County, the City, and the City’s Downtown Development Authority. Copies of the City's Resolution and of the interlocal agreement are attached.
This agenda item permits Board discussion of the impact of the City's action and enables the Board to provide direction to staff regarding this project.
