THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/HIGHWAY CONSTRUCTION AND ENGINEERING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The procurement was solicited to engage up to two qualified firms to provide continuing engineering services for transportation and general civil engineering projects, including all necessary engineering specialties for the design, construction and construction management of these projects.
On December 5, 2017 (Item No. 56), the Board approved Request for Proposals (RFP) No. PNC2114364P1, Continuing Engineering Services for Transportation and General Civil Engineering Projects. The RFP was advertised and at the time of the opening deadline, 5:00 p.m. on January 10, 2018, four firms submitted proposals.
On March 15, 2018, an Initial Evaluation Committee meeting was held. The Evaluation Committee determined that all four firms were both responsive and responsible to the RFP requirements and would proceed to final evaluation.
On April 16, 2018, a Final Evaluation Committee meeting was held. After presentations, the Evaluation Committee decided that two firms would proceed to provide the RFP services. After evaluation, scoring and ranking, the Evaluation Committee named RS&H, Inc. as the first-ranked firm and HDR Engineering, Inc. as the second-ranked firm (Exhibit 1).
The Evaluation Committee's proposed recommendation of ranking was posted on the Purchasing Division website from April 18, 2018 through April 20, 2018, which provided an opportunity for any proposer or interested party to present any new or additional information regarding the responsibility of the proposers. There was no additional information submitted within this timeframe.
The Evaluation Committee's final recommendation of ranking was posted on the Purchasing Division website from April 21, 2018 through April 27, 2018, which provided an opportunity for any aggrieved proposer to file a formal protest. There was no protest filed by printing time of this agenda.
