THE PURCHASING DIVISION AND THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT/ENVIRONMENTAL PLANNING AND COMMUNITY RESILIENCE DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise (CBE) participation goal of 13% for this project. Geosyntec Consultants, Inc. committed to 13% CBE participation, which OESBD reviewed and approved (Exhibit 3).
This Agreement provides for professional services to update Broward County's 100-year flood elevation map and associated modeling, considering future climatic conditions, including sea level rise, through the refinement and application of the latest countywide integrated hydrologic-hydraulic model software, including the outcomes of community stakeholder meetings.
On May 23, 2017 (Item No. 63), the Board approved the Request for Proposals (RFP) No. R2114367P1, Broward County 100-Year Flood Elevation Map and Associated Modeling. Five firms submitted proposals in response to the RFP.
On August 29, 2017, an Initial Evaluation Committee meeting was held and the Evaluation Committee determined that all five firms were both responsive and responsible to the RFP requirements.
On September 27, 2017, a Final Evaluation Committee meeting was held. After presentations, evaluations and scoring, the Evaluation Committee selected Geosyntec Consultants, Inc. as the first-ranked firm.
On November 7, 2017 (Item No. 64), the Board approved the Evaluation Committee's final ranking of the qualified firms and authorized staff to proceed with negotiations.
Four Sunshine meetings were held to negotiate this Agreement: December 19, 2017; January 24, February 7 and February 20, 2018. These meetings were attended by representatives of Geosyntec Consultants, Inc., the Environmental Planning and Community Resilience Division, the Office of the County Attorney, and the Purchasing Division.
