Summary Explanation/Background
THE PURCHASING DIVISION AND THE FINANCE AND ADMINISTRATIVE SERVICES DEPARTMENT/RISK MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development did not establish a County Business Enterprise participation goal (Exhibit 2).

This solicitation is to engage the services of a qualified firm to provide professional medical cost containment and case management services for Broward County’s self-administered, self-insured workers’ compensation program. Through an electronic file exchange of workers' compensation related documents, the firm will provide reporting intake services, utilization reviews, medical billing and claims management services, including hospitalization, substance abuse screenings, with investigative and surveillance reporting services. The firm must comply with Health Insurance Portability and Accountability (HIPAA) laws.

The Request for Proposals (RFP) method of procurement was selected for this project to best serve the County with additional evaluation criteria other than price alone. The RFP method provides for predefined evaluation criteria for ranking of firms based upon the required specialized technical expertise. Proposers are required to determine the best method to accomplish the specialized services, with price being weighed against other factors as outlined in the RFP (Exhibit 1).
