A. MOTION TO AUTHORIZE staff to file an application with the City of Sunrise to rescind the current Development of Regional Impact (“DRI”) on the approximate 140 acre BB&T Center site owned by the County. (Commission District 1)

B. MOTION TO AUTHORIZE staff to file an application with the City of Sunrise to amend the City’s future land use plan element, to designate the approximate 140 acre BB&T Center site to a mixed-use development land use plan classification permitting residential, commercial, hotel, office, and recreational land uses and to amend the County's land use plan to be consistent. (Commission District 1)

Summary Explanation/Background
The approximate 140 acre BB&T Center site is presently designated “Industrial” by the City of Sunrise Future Land Use Plan Element and the Broward County Land Use Plan. The “Industrial” classification permits the existing arena and parking spaces use. In June 2016, Broward County engaged the Urban Land Institute to study potential future use of the site. The ULI Panel recommended several mixed-use future development scenarios, all including a mix of residential, commercial, hotel, office and recreational uses.

Under the current DRI, the development is completed and there are no development rights we are seeking to retain at the BB&T Center’s 140 acre site and all required mitigation related to the development has been completed. County staff seeks authority to take such actions that would enable the County to request the City of Sunrise to rescind the existing DRI Development Order,  so the County will be able to move forward with the land use amendments to accommodate the future redevelopment of the BB&T Center site.

In addition, the staff seeks authority to file an application with the City of Sunrise to amend the City’s future land use plan element for the site to an appropriate “mixed-use” classification, and to amend the County's land use plan to be consistent. The specific intensities and densities of proposed land uses will be established as part of the city's land use plan amendment application process.
