Why Action is Necessary
Board of County Commissioners' approval is required to reimburse TransMontaigne for the additional costs associated with the fuel pipeline relocation at Cruise Terminal 25.

Summary Explanation/Background
THE PORT EVERGLADES DEPARTMENT RECOMMENDS APPROVAL.

On December 12, 2017 (Item No. 21), the Board approved reimbursement to TransMontaigne Terminals L.L.C. (TransMontaigne) for the costs to relocate their underground fuel pipelines in the vicinity of Cruise Terminal 25 at Port Everglades, in an amount not to exceed $690,000, to avoid construction conflicts with the cruise terminal renovation project. Three bids were solicited by TransMontaigne and the lowest bid was selected. Construction began on the pipeline relocation on February 9, 2018. During the relocation, previously unidentified underground utility conflicts were discovered. In addition, sections of pipe originally planned to be filled with grout and abandoned in place now need to be removed to meet site drainage requirements. TransMontaigne and County staff have worked together to minimize the impact of conflicts, however, an additional cost of up to $110,000 is anticipated to address these changes and any other unforeseen construction issues that may still arise. Staff recommends approval of the increase to the previously authorized reimbursable amount authorized for TransMontaigne for the fuel pipeline relocation, with the new maximum reimbursement not to exceed $800,000.

Fiscal Impact/Cost Summary:
The source of funding to cover the increase in the reimbursable amount for this project is the Port Everglades Capital Fund, using County Contingency funds already budgeted for the Cruise Terminal 25 Improvements project.
