Requested Action
MOTION TO AWARD open-end contract to low bidder, Florida Transcor, Inc., for Pavement Marking Materials, Bid No. OPN2115556B1, for the Traffic Engineering Division, in the estimated annual amount of $736,981 and authorize the Director of Purchasing to renew the contract for two one-year periods, for a three-year potential estimated amount of $2,210,943. The initial contract period begins on the date of award and terminates one year from that date.

Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.31.a.4, the Board is required to approve all purchases exceeding $250,000 per annum or $400,000 in a multi-year period.

Provides an open-end contract for the purchase of pavement marking materials for pavement directional signage on Broward County roadways.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/TRAFFIC ENGINEERING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise (CBE) goal of 15% for this contract. Florida Transcor, Inc. committed to 15% CBE participation, which has been approved by OESBD (Exhibit 3).

The purpose of this contract is to provide pavement marking materials consisting of adhesive and reflective marking tape in various shapes and configurations to provide drivers and pedestrians with clear directional signage on roadways in Broward County.

The low bidder, Florida Transcor, Inc., is a non-local business. Airport and Commercial Equipment Suppliers, Inc. d/b/a A.C.E.S., Inc., the third bidder, is a local business, and its bid amount was within 10% of the non-local bidder's bid amount. Therefore, in accordance with the Local Preference Ordinance, the Best and Final Offer (BAFO) process was extended to Florida Transcor, Inc. (a non-local business) and Airport and Commercial Equipment Suppliers, Inc. d/b/a A.C.E.S., Inc. The response to the BAFO resulted in no change to the original bid amounts, and the award is being recommended to the low bidder, Florida Transcor, Inc. (Exhibit 2).

The Traffic Engineering Division reviewed the bid submitted by Florida Transcor, Inc. and concurs with the recommendation for award (Exhibit 4).

Seven vendor performance evaluations were completed for Florida Transcor Inc.; the firm has an overall rating of 4.48 out of a possible rating of 5.0. Copies of the vendor performance evaluations are available upon request.

The Purchasing Division researched the prices submitted by the recommended bidder, Florida Transcor, Inc., and determined that the prices submitted are fair and reasonable in comparison to the previous Broward County contract and prices submitted by other firms for Bid No. OPN2115556B1 (Exhibit 5).

The bid validity for this project expired on April 17, 2018. Florida Transcor, Inc. agreed to extend its bid validity through May 31, 2018 for Bid No. OPN2115556B1.

There was no protest or appeal filed regarding this procurement.

The bid posted on November 28, 2017 and opened on December 18, 2017; three bids were received with no declinations (Exhibit 1).
