Requested Action

MOTION TO ADOPT Resolution No. 2018-209 of the Board of County Commissioners of Broward County, Florida, authorizing the Mayor to execute a Joint Participation Agreement with the Florida Department of Transportation, District 4, in the amount of $500,000, to provide funding for Limited Stop Bus Service along Broward Blvd. between the Sawgrass Mills Mall Park and Ride area in Sunrise and the Broward Central Terminal in downtown Fort Lauderdale; authorizing the County Administrator to take necessary administrative and budgetary actions; and providing for an effective date.  No County Match is required. (Commission Districts 1, 5, 7 and 9)

ACTION:  (T-12:20 PM)  Approved.

VOTE:  8-0.  Commissioner Sharief was not present.

Why Action is Necessary
The Florida Department of Transportation (FDOT) requires Board approval of a Resolution authorizing the execution of Joint Participation Agreements (JPAs).
What Action Accomplishes
Approves a Joint Participation agreement (JPA) that provides $500,000 in initial grant funding from FDOT for the provision of Limited Stop fixed-route ("Breeze") bus service along Broward Boulevard connecting the Sawgrass Mills area in Sunrise and the West terminal in Plantation with the downtown Broward bus terminal in Fort Lauderdale. No County match is required. Additional JPAs will be forthcoming from FDOT to fund the service.

Summary Explanation/Background
THE TRANSPORTATION DEPARTMENT/TRANSIT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

This item supports the Board's Value of "Cooperatively delivering an efficient and accessible regional intermodal transportation network".

The Transit Division is requesting approval of a Joint Participation Agreement with the Florida Department of Transportation (FDOT) in the amount of $500,000 to provide initial grant funding for the operation and maintenance of Breeze limited-stop bus service along Broward Blvd. No County match is required. 

Service plans are being developed for the "Broward Breeze"; a new limited-stop bus route linking western Broward County with employment and education centers in Plantation and downtown Fort Lauderdale. The service will operate only during weekday morning and afternoon peak travel times using 42-foot Bus Rapid Transit (BRT) styled vehicles equipped with wi-fi and high-back seats.

Service will begin in the Fall of 2018. Prior to that, additional agenda items will be forthcoming including a Public Hearing for the establishment of this new service. Additional JPAs with FDOT will also be forthcoming from FDOT to fund the service.

The JPA (Exhibit 2) has been reviewed and approved as to form by the County Attorney’s Office.

County approval of the Resolution and execution of JPA is required prior to FDOT executing said agreement.
