THE TRANSPORTATION DEPARTMENT/TRANSIT DIVISION AND THE PURCHASING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Broward Transit Division (BCT) is requesting an increase in the overall contract threshold with various vendors for bus parts in the total amount of $1,200,000. The threshold increase is needed to ensure necessary parts are available to keep buses operational until new contracts are awarded.
As background, on February 10, 2015 (Item No. 28), the Board approved an open-end contract with various vendors for bus parts for the Transit Division, in a one-year estimated amount of $5,000,000 and authorized the Director of Purchasing to renew the contract for two one-year periods for a total maximum amount of $15,000,000. The contract was subsequently extended for 90 days and the threshold was increased by $400,000 under the Purchasing Director's authority in order to allow BCT to continue to receive parts necessary to keep buses operational until a replacement contract was awarded.
On December 14, 2017, the Purchasing Division released Solicitation No. TRN2115605B1, for Bus Parts - New, Rebuilt, Original Equipment Manufacturer, Aftermarket to replace the current contract. The solicitation bids due date was January 22, 2018. Of the 26 responses received, 11 vendors were deemed non-responsive (failed to submit a required Buy America Certification) and subsequently rejected. Of those rejected, five were proprietary vendors on this existing bus parts contract (subject of this item) whose parts are critical to keeping BCT buses operational. Although the required paperwork was not submitted in response to solicitation No. TRN2115605B1, the five vendors are Buy America compliant and will have separate contracts issued.
