THE PURCHASING DIVISION AND THE AVIATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise participation goal of 20% for this project. The OESBD determined that this project is not subject to the Workforce Investment Program (Exhibit 2).
Motion A requests approval to waive the Broward County Procurement Code, Section 21.85.f.3, which limits the total annual cumulative fees for a continuing contract to not exceed $500,000 for study activities covered by Florida Statutes, Chapter 287.055, Consultants' Competitive Negotiation Act (CCNA). The Aviation Department anticipates the total annual cumulative fees to be greater than $500,000 for study activities; a higher annual limit will provide flexibility in managing studies anticipated at Broward County’s Fort Lauderdale-Hollywood International and North Perry Airports. As part of Aviation Department's Master Plan update, existing stormwater, water, waste water, electrical, communication and other utilities require model updates to understand and prepare for infrastructure impacts, based on current and anticipated growth. Studies may run concurrently and will require extensive simulations and iterations. The model updates will support and enhance Aviation Department's Capital Improvement Plan. The Aviation Department will request for annual cumulative fees up to a maximum of $1,500,000 for the final agreement; individual projects covered by the agreement will be authorized by work authorizations and will be limited by the CCNA threshold of $200,000 per study.
Motion B seeks a qualified firm to provide professional services for studies, evaluations and reports related to: utilities master plan; utilities modeling; pavement evaluations; civil, transportation, traffic, structural, geotechnical and environmental engineering; and hydraulic modeling.
The previously awarded prime consultants and subconsultants for Agreement No. Z1224902P1, Professional Consultant Services for Broward County's Fort Lauderdale-Hollywood International and North Perry Airport, Building Projects and Agreement No. Z1225301P1, Professional Consultant Services for Broward County's Fort Lauderdale-Hollywood International and North Perry Airports, Utilities and Pavement Projects, are prohibited from participating in this solicitation and the resulting agreement (Exhibit 3). This instruction was included in each of the previously advertised Requests for Proposals (RFPs). Since the resulting reports and studies from this RFP may result in design projects, prohibiting vendors from being on a design agreement and on a reports/studies agreement avoids any appearance of conflict of interest.
The RFP procurement method was selected for this project to best serve the County by providing predefined evaluation criteria for ranking of firms based upon the required specialized technical expertise. The CCNA requirements will be used for the procurement, and the vendors' qualifications are of primary importance in evaluating vendor submittals rather than price.
