THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.
This action is to approve an FDOT Joint Participation Agreement ("JPA") to provide grant funding in the amount of $104,523, which represents the State's share of 5% participation, to assist in the Runway 10R-28L Safety Enhancements Phase 1 at North Perry Airport ("HWO"), with the County funding a match of $104,523 (5%), FAA funding a match of $1,881,405 (90%).
Runway 10R-28L is the Primary East - West Runway at HWO. On February 27, 2018, (Item No. 44), the Board approved the SJPA to fund the design phase of the Safety Enhancements for Runway 10R-28L at HWO.
BCAD is currently conducting a Master Plan Update (MPU) for HWO. The MPU requested an “Airfield Safety Enhancement and Geometry study” of HWO that was completed in November 2016. Among the recommendations included in the report is the safety enhancement of a hot spot near Runway 10R-28L. A "hot spot" is defined as a location on an airport movement area with a history of potential risk of collision or runway incursion, and where heightened attention by drivers and pilots is necessary. BCAD’s preferred option to mitigate the hot spot is to shorten Runway 1L-19R and extend Runway 10R-28L approximately 207 feet to the west. This distance aligns with the future western parallel Taxiway A and would provide a 240-foot runway to taxiway centerline separation. With this extension, Runway 10R-28L would be 3,462 feet in length (as compared to its current 3,255 feet).
This SJPA will help fund the construction phase of the project estimated at $2,090,451. The construction services include: Construction, Construction Administration, Resident Project Representation, Testing and Close-out.
The major construction items comprise: extension of Runway 10R (new pavement), extension of Taxiway M (new pavement), extension of Taxiway L (new pavement), demolition of pavements between 10R and Taxiways L and M, at Runway 1L, demolition of portions of direct connection to Runway 1L, relocation of portion of direct connection to Runway 1L to Taxiway M, earthwork & drainage, signage & lighting, pavement markings, vault modifications & upgrades; and sodding.
The JPA was reviewed by the Office of the County Attorney. The JPA does not include the County's standard agreement provisions, as FDOT requires the County to use its agreement. |
