MOTION TO ENACT Ordinance to adopt a proposed amendment to the Capital Improvements Element of the Broward County Comprehensive Plan, the title of which is as follows:

AN ORDINANCE OF THE BOARD OF COUNTY COMMISSIONERS OF BROWARD COUNTY, FLORIDA, AMENDING THE SCHEDULE OF CAPITAL IMPROVEMENTS TABLES OF THE CAPITAL IMPROVEMENTS ELEMENT OF THE BROWARD COUNTY COMPREHENSIVE PLAN; AND PROVIDING FOR SEVERABILITY AND AN EFFECTIVE DATE.

ACTION:  (T-10:57 AM)  Filed proof of publication and enacted the Ordinance to become effective as provided by law.

VOTE:  8-0.  Commissioner Sharief was not present.
Why Action is Necessary
Section 163.3184(3)(c), Florida Statutes requires the enactment of an Ordinance during a public hearing to adopt comprehensive plan amendments.

Summary Explanation/Background
THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT LOCAL PLANNING AGENCY AND THE PLANNING AND DEVELOPMENT MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

This item supports the Board’s Value of consistently delivering responsive, efficient, quality services to the public and internal customers by adopting the Schedule of Capital Improvements tables into the Capital Improvements Element (CIE) and meeting statutory requirements and obligations.

On February 22, 2018, the Environmental Protection and Growth Management Department Local Planning Agency (LPA) voted to find the proposed amendment 2018-T1 CIE, to be consistent with the Broward County Comprehensive Plan.

This amendment includes the required annual update to the CIE to reflect the current five-year Capital Budget Fiscal Year 2017/2018 - Fiscal Year 2021/2022, adopted by the Board of County Commissioners on September 26, 2017. Per Section 163.3177(3)(b), Florida Statutes, the CIE must be reviewed and adopted by the local government on an annual basis. The proposed changes are reflected in Attachment A of Exhibit 2.
