MOTION TO ADOPT Resolution No. 2018-204 of the Board of County Commissioners of Broward County, Florida, approving State Housing Initiatives Partnership ("SHIP") Program Funding awards for the Minor Home Repair Strategy Option in the amount of $800,000, the Special Needs/Barrier Free Strategy Option in the amount of $442,400, the Multi-family Rental New Construction Strategy Option in the amount of $350,000, and the Foreclosure Prevention Strategy Option in the amount of $100,000 as provided in Attachment “1”; authorizing the County Administrator to take all necessary administrative actions for implementation of the SHIP Program, and to execute agreements and amendments thereto for the SHIP Program; and providing for severability and an effective date.

Board action is required to approve Resolutions for the SHIP Program approving funding to various entities.

The Resolution allocates SHIP Program Funds to various entities, approves execution of SHIP Program agreements by the County Administrator, and authorizes the County Administrator to execute any amendments that extend the term or modify the projects scopes consistent with all applicable SHIP Program rules and regulations.

Summary Explanation/Background
THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE HOUSING FINANCE AND COMMUNITY REDEVELOPMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

This item supports the Board's vision of "A Sustainable, Creative Approach to Community Redevelopment and Housing," through implementation of the following goals: Goal 1: Facilitate a regional approach to growth and redevelopment through coordination and collaboration at the federal, state, county, and local levels; Goal 2: Strengthen stakeholder partnerships to increase the availability of affordable housing options, including purchase and rental; and Goal 3: Develop, through effective community collaboration, neighborhoods and communities incorporating intermodal connectivity, while integrating energy efficiency and other livability standards and initiatives.

The Request for Proposals (RFP) for 2017-2018 State Housing Initiative Partnership (SHIP) Program funding for the Minor Home Repair, Special Needs/Barrier Free Housing, Multi-family Rental New Construction, and Foreclosure Prevention strategy options was initiated through an advertisement published in the Sun Sentinel newspaper on December 3, 2017. The public was advised that applications were available from the Housing Finance and Community Redevelopment Division on December 4, 2017.

Funding for the various strategy options included in the RFP was previously approved by the Board on October 17, 2017, Item No. 18. The application cycle began on December 4, 2017, and ended on January 18, 2018. One agency responded with a proposal for the Minor Home Repair Strategy Option, two agencies responded with proposals for the Special Needs/Barrier Free Strategy Option, one agency responded with a proposal for the Multi-family Rental New Construction Strategy Option, and one agency responded with a proposal for the Foreclosure Prevention Strategy Option. In accordance with the RFP, the following categories were listed for rating the Minor Home Repair and Special Needs/Barrier Free Strategy Options: Project Description, Organizational Capacity, Performance Delivery Plan, Financial Capacity, Past Experience, Project Budget and County Business Enterprise, with the maximum score being 63 points. The following categories were listed for rating the Multi-family Rental New Construction Strategy Option: Detailed Project Description, Projects within County's Jurisdiction, Housing Finance Authority Bond or Low-Income Housing Tax Credit projects, Organizational Capacity, Performance Delivery Plan, Financial Capacity, Experience, Project Budget, Completion of Project, and County Business Enterprise, with the maximum score being 144 points. The following categories were listed for rating the Foreclosure Prevention Strategy Option: Project Description, Organizational Capacity, Performance Delivery Plan, and Experience, with the maximum score being 63 points.

Scores for the respondents to the RFP are listed on Attachment 1, Scoring Matrix. The RFP review committee was comprised of Broward County staff from the Housing Finance and Community Redevelopment Division and the Broward County Planning Council.

The Division is recommending the funding be awarded as follows:
$800,000 to Broward County Minority Builders Coalition, Inc. ("BCMBC") for the Minor Home Repair Strategy Option;
$440,442 to BCMBC for the Special Needs/Barrier Free Strategy Option;
$350,000 to the Douglas Gardens V Ltd. for the Multi-family Rental New Construction Strategy Option; and
$100,000 to the Broward County Housing Authority for the Foreclosure Prevention Strategy Option.

The Douglas Gardens V Ltd. project is an affordable housing development which includes 110 new elderly units to be located in the City of Pembroke Pines on the Miami Jewish Health System's Douglas Gardens North campus. The $350,000 in SHIP funding will be utilized as gap financing.

Pursuant to the attached Resolution, the County Administrator is authorized to execute agreements for the respective SHIP programs in forms approved by the Office of the County Attorney, which shall include all standard agreement provisions. In addition, the County Administrator is authorized to execute amendments to agreements to extend the term or modify the projects scopes of work consistent with all applicable SHIP Program rules and regulations.

Fiscal Impact/Cost Summary:
No fiscal impact to the County. The $1,692,400 will be dispersed from the Broward County Affordable Housing Trust Fund.
