Requested Action
A. MOTION TO ESTABLISH Qualified Vendors List for Environmental and Professional Consultant Services and authorize the Director of Purchasing to add or delete vendors. The Qualified Vendors List begins on June 1, 2018 and terminates five years from that date.

ACTION:  (T-12:20 PM)  Following Board discussion, on motion of Commissioner Bogen and seconded by Commissioner Geller, the Board amended the item authorizing the Director of Purchasing to add vendors and to delete vendors that had been barred or suspended by the County.  (Refer to minutes for full discussion.)

VOTE: 9-0.

ACTION:  (T-12:35 PM)  Following Board discussion, on motion of Commissioner Holness and seconded by Commissioner Bogen, the Board increased the CBE (County Business Enterprise) participation goal to 35%.   (Refer to minutes for full discussion.)

VOTE: 8-1.  Commissioner LaMarca voted no.

Why Action is Necessary
A. and B. In accordance with the Broward County Procurement Code, Section 21.42.d, the Board may establish lists of qualified vendors and 21.88.a, if multiple award contracts are issued, the Director of Purchasing may select a vendor most capable and advantageous to the County to perform the needed services.

Summary Explanation/Background
THE PURCHASING DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.

Motion A:
The Office of Economic and Small Business Development established a County Business Enterprise (CBE) goal of 30% for this contract, which is cumulative over the five-year term. The County intends to maximize the use of CBEs as prime consultants in performing individual work authorizations that will result from this Qualified Vendors List (QVL).

Broward County agencies may procure environmental and professional services through this QVL, such as, evaluation and remediation of hazardous materials; contamination assessment (sampling and disposal); air/water/soil quality studies; underground storage tank removal; professional consulting services for architecture, engineering, landscape architecture, mapping and surveying consultant services (beneath Florida Statute, Consultants' Competitive Negotiations Act statutory thresholds).

The competitive selection for each work authorization executed under the QVL utilizes a comparison matrix of disciplines and qualifications, created by the using agency, to analyze which vendor has the best credentials for an individual project.

This solicitation is replacing QVL No. F1154201B1 for Environmental Consultant Services and QVL No. P1019501B1 for Professional Consultant Services; this QVL combines the Environmental and Professional Consultant Services into one QVL.

Forty-one work authorizations were issued under QVL No. F1154201B1 in the approximate amount of $2,584,335 (November, 2013 through February, 2018). CBE attainment for the QVL is 46%.

Seventy-five work authorizations were issued under QVL No. P1019501B1 in the approximate amount of $1,221,372 (February, 2013 through February, 2018). CBE attainment for the QVL is 50%.

In accordance with the Broward County Procurement Code, Section 21.42.d, the Office of the County Attorney has reviewed the solicitation.

Motion B:
The Office of Economic and Small Business Development (OESBD) has reserved the QVL for Small Business Enterprises (SBE) for individual projects less than $250,000 issued to the QVL. Projects greater than $250,000 may be reserved for County Business Enterprises, based on review of the project by OESBD.

The QVL establishes a list of pre-qualified vendors that are able to provide various construction trades, such as: closed circuit television (CCTV) and alarm systems, electrical services, fencing, general building/contracting, heating, ventilation and air conditioning (HVAC), mechanical, plumbing, roofing, and various other disciplines, based on licensing requirements for individual projects. Individual projects processed under this QVL will be competed among the pre-qualified vendors and will be awarded based on award authority.

This QVL will allow for individual projects to be competed on an as-needed basis. Approval of the QVL for a one-year term allows the Purchasing Division to continue working on establishing Job Order Contracts, which will include demolition and serve as a method to procure these services in the future.

This solicitation is replacing QVL No. V0741706B1 for CCTV, Fencing, HVAC, Masonry, Painting, Plumbing, Roofing and Waterproofing, which expired in June 14, 2015.

In accordance with the Broward County Procurement Code, Section 21.42.d, the Office of the County Attorney has reviewed the solicitation.
