PUBLIC WORKS DEPARTMENT/SOLID WASTE AND RECYCLING SERVICES RECOMMENDS APPROVAL
This item supports the Broward County Board of County Commissioners’ Value of “Encouraging investments in renewable energy, sustainable practices and environmental protection”.
This item relates to activities in the Broward Municipal Services District (BMSD). The BMSD consists of 11.4 square miles with a 2015 estimated population of 14,515.* The Board of County Commissioners is the governing body of the BMSD and the provider of its municipal services that include but are not limited to business development, building permitting and housing development, libraries and parks facilities, roadway maintenance, street enhancements, and zoning and code enforcement.
*Population estimates were obtained from University of Florida, 2015 Bureau of Economic and Business Research and land area was generated by the Planning and Development Management Division GIS Section using the latest annexation information (September 2015).
On August 28, 2012 (Item No. 48), the Broward County Board of County Commissioners approved a form of an interlocal agreement to allow municipalities to utilize Broward County services for the Keep Broward Beautiful, Household Hazardous Waste, and Bulk Trash and Yard Waste Drop-Off programs on a fee-for-service basis. Keep Broward Beautiful is a set of programs that focuses on the organization, education, and coordination of volunteers for the removal of litter, including Adopt-a-Street, waterway cleanups and municipal events. The Household Hazardous Waste program involves three permanent service locations for residential drop-off of household hazardous wastes and electronics. The Bulk Trash and Yard Waste Drop-Off program involves three permanent service locations for residential yard waste and bulk trash drop-off.
Currently, Broward County provides one or more of these services to 14 municipalities through interlocal agreements and to the Broward Municipal Services District which are set to expire on September 30, 2018. Approval of Motion A will allow a one-year extension, continuing services through September 30, 2019, to municipalities currently participating in these services. Motion B will allow the Broward Municipal Services District to continue receiving these services through September 30, 2019.
