THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/HIGHWAY AND BRIDGE MAINTENANCE DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise (CBE) participation goal of 10% for this contract. Kiewit Infrastructure South Co. committed to 11.60% CBE participation, which has been reviewed and approved by the OESBD (Exhibit 3).
In accordance with the Broward County Workforce Investment Program, Broward County Administrative Code, Section 19.21, these services are subject to the Workforce Investment Program.
The purpose of this contract is for bridge rehabilitation construction services at the Andrews Avenue drawbridge, located between W. Las Olas Boulevard and SW 6th Street, over the New River, in Fort Lauderdale.
This procurement carries a 100% performance and payment guaranty. The Purchasing Division confirmed with the surety company that Kiewit Infrastructure South Co. has the capacity to obtain the required guaranty.
The allowances incorporated into this contract in the amount of $148,000 include: $85,000 for non-Broward County agency permits and inspection fees, and $63,000 for unforeseen conditions. Expenditures under these allowance items must be approved by the contract administrator and will be reimbursed at the contractor’s actual incurred cost, without mark-up.
Optional items A, B, and C is dependent on an interlocal agreement with the City of Fort Lauderdale. If approved, the City will fund $165,300 of the optional items (total amount of $253,920). The contract administrator will issue a notice to proceed for optional items, once the interlocal agreement is approved by the City and the County.
The apparent low bidder, Seacoast, Inc., was determined to be a non-local business, and the second bidder, Kiewit Infrastructure South Co., was determined to be a local business. Kiewit's bid amount was within 10% of the low bidder; therefore, in accordance with the Local Preference Ordinance, the Best and Final Offer (BAFO) process was initiated. Kiewit Infrastructure South Co. reduced its overall cost by $770,872 for a net savings to the County of $475,347 (Exhibit 2).
The Highway and Bridge Maintenance Division reviewed the bid submitted by Kiewit Infrastructure South Co. and concurs with the recommendation for award (Exhibit 4). No vendor performance evaluations have been completed for Kiewit Infrastructure South Co.
There was no protest or appeal filed regarding this procurement.
