A. MOTION TO APPROVE staff's recommendation to prepare Requests for Proposals (RFP) for each of the following voluntary insurance  and insurance-related products, which will expire at the end of calendar year 2018: (1) Dental DPPO Insurance, (2) Dental DHMO Insurance, (3) Long Term Disability Insurance, (4) Term Life and Accidental Death and Dismemberment Insurance paid by the County and employee; and to approve staff's recommendation to participate in a one-year test of an Online Decision Support tool.

VOTE: 7-0.  Commissioner Holness appeared telephonically and voted in the affirmative.  Commissioners Geller and LaMarca appeared telephonically but were inaudible during the vote.

B. MOTION TO APPROVE staff's recommendation to authorize the County Administrator to approve Requests for Proposals (RFP), for each of the following voluntary insurance and insurance-related products, which will expire at the end of calendar year 2018: (1) Dental DPPO Insurance, (2) Dental DHMO Insurance, (3) Long Term Disability Insurance, (4) Term Life and Accidental Death and Dismemberment Insurance paid by the County and employee.

Why Action is Necessary
Motion A: Board approval is necessary to initiate the procurement  process for each of these insurance products  on comparable terms to existing plans for calendar year 2019. 

Motion B: Approves the authorization of the County Administrator to authorize Requests for Proposals (RFP) for the various insurance products.

Summary Explanation/Background
THE FINANCE AND ADMINISTRATIVE SERVICES DEPARTMENT AND THE HUMAN RESOURCES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

Motion A  seeks Board’s approval of staff's recommendations to prepare Requests for Proposals (RFP) for  the County’s voluntary and other insurance products set to expire in 2018 in preparation for benefits for calendar year 2019 and Open Enrollment scheduled to begin on October 15, 2018. Exhibit 1 provides a description, the current carrier, contract value, participation, and other background information on each insurance product along with staff’s recommendation.

Staff also recommends to participate in a one-year test of a new, more robust, decision support tool at no cost to the County.

Motion B seeks Board authorization for the County Administrator to approve RFPs for Dental DPPO Insurance, Dental DHMO Insurance, Long Term Disability Insurance, and Term Life and Accidental Death and Dismemberment Insurance with plan designs comparable to the current plan designs and incorporate any direction from the Board. No renewals remain in the current Agreements.

Fiscal Impact
Fiscal Impact/Cost Summary:
The fiscal impact of the County-paid Term Life and Accidental Death and Dismemberment Insurance and Hazardous Occupation and Felonious Assault Insurance, based on the proposed plan design, is estimated to cost $460,000 and is paid from Fund No. 62010, Account No. 216155.

There is no fiscal impact for the Dental DPPO, Dental DHMO, Optional Life and Accidental Death and Dismemberment Insurance and Long Term Disability Insurance, as the premiums are paid by the employee.

There is no fiscal impact for the Online Decision Support Tool, if the Board approves participating in a one-year test of the system.
