Requested Action
MOTION TO APPROVE Interlocal Agreement between Broward County and the Village of Lazy Lake for plan review and permit inspection services related to zoning approval and code enforcement services to be performed by the Broward County Building Code Services Division from October 1, 2017, to September 30, 2022 and authorize the Mayor and Clerk to execute same. (Commission District 7)

VOTE: 7-0.  Commissioner Holness appeared telephonically and voted in the affirmative.  Commissioners Geller and LaMarca appeared telephonically but were inaudible during the vote.
Why Action is Necessary
The Interlocal Agreement must be approved by the Broward County Board of County Commissioners pursuant to Chapter 19, Part XIII of the Administrative Code.

This agreement renews the contract for plan review and permit inspection services relating to zoning approval and code enforcement with the Village of Lazy Lake from October 1, 2017, through September 30, 2022.

Summary Explanation/Background
THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE BUILDING CODE SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

Broward County provides a variety of building and zoning code inspection and plan review services to municipalities on a contractual basis. These services are billed at hourly rates that provide full cost recovery. The attached Interlocal Agreement between Broward County and the Village of Lazy Lake for plan review and permit inspection services related to zoning approval and code enforcement services (Exhibit 2) authorizes the Broward County Building Code Services Division (BCSD) County to provide the Village of Lazy Lake with staffing to address zoning violations within the Village’s jurisdiction. BCSD will invoice the Village of Lazy Lake for actual services provided. The Agreement requires reimbursement from the Village within 30 days of the date of the invoice. The County Attorney’s Office has approved this agreement as to form.

Fiscal Impact/Cost Summary:
The Building Code Services Division will realize full cost recovery for expenses incurred as a result of providing this service through revenues collected. Hourly rates will be reviewed annually to ensure full cost recovery.
