Requested Action
MOTION TO APPROVE Interlocal Agreement between Broward County and the Village of Lazy Lake for Full Service at the County’s Permit Counter to provide Florida Building Code inspection, plan review and building official services to the Village of Lazy Lake from October 1, 2017 to September 30, 2022 and authorize the Mayor and Clerk to execute same. (Commission District 7)

ACTION:  (T-10:50 AM)  Approved.

 
VOTE: 7-0.  Commissioner Holness appeared telephonically and voted in the affirmative.  Commissioners Geller and LaMarca appeared telephonically but were inaudible during the vote.
Why Action is Necessary
The Interlocal Agreement must be approved by the Broward County Board of County Commissioners pursuant to Chapter 19, Part XIII of the Administrative Code.
What Action Accomplishes
This agreement renews the contract for full service with the Village of Lazy Lake from October 1, 2017, through September 30, 2022.

Summary Explanation/Background
THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE BUILDING CODE SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

It is the policy of the Board of County Commissioners to offer building code services to local municipalities that seek to either supplement their building departments or transfer permitting responsibilities to the County in a full service agreement. 

The attached Interlocal Agreement for Full Service at the County’s Permit Counter (Exhibit 2) authorizes Building Code Services Division (BCSD) to serve as the permitting agent for the Village of Lazy Lake until September 30, 2022. Permits are assessed based on the most current County fee schedule with the Division retaining the permit fees to cover the costs of servicing the permits until finalized. BCSD currently provides services for various cities/municipalities.

The County Attorney’s Office has approved this agreement as to form.

Fiscal Impact
Fiscal Impact/Cost Summary:
The Building Code Services Division will realize full cost recovery for expenses incurred as a result of providing this service through revenues collected. Hourly rates will be reviewed annually to ensure full cost recovery.
