MOTION TO DIRECT Office of the County Attorney to draft an Ordinance amending various sections of the Broward County Code of Ordinances and a Resolution amending various sections of the Broward County Administrative Code relating to child care, to provide for transferring of the Child Care Licensing and Enforcement Section (CCLE) from the Human Services Department to the Environmental Protection and Growth Management Department (EPGMD), combining the Child Care Food Inspection Program under EPGMD into the Child Care Licensing and Enforcement Program under CCLE, revising food related health and safety standards where appropriate, and revising the fee schedules accordingly.

Board action is required to direct the Office of the County Attorney to draft an Ordinance amending the Broward County Code of Ordinances.

Summary Explanation/Background
THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE ENVIRONMENTAL AND CONSUMER PROTECTION DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTION.

This item supports the Board's Value of "Consistently delivering responsive, efficient, quality services to the public and internal customers" and Goal 4: Build into every process and service effective checks and balances that do not cause inefficiency, but rather ensure consistency, continuity, and quality.

Approval of this item allows the County Attorney's Office to draft a proposed ordinance to revise Chapters 7 and 20 of the Broward County Code of Ordinances, recognizing the Fiscal Year 2018 reorganization that administratively assigned Child Care Licensing and Enforcement (CCLE) from the Human Services Department to the Environmental Protection and Growth Management Department (EPGMD), and recommending any appropriate food related health and safety standards.

As part of the Fiscal Year 2018 budget process, CCLE was transferred from the Human Services Department to EPGMD. This change included combining Food Service inspections into CCLE inspections, eliminating the need for a separate Food Service inspections fee structure. Further, combining the inspections will improve service for all CCLE inspected facilities, increasing the number of Food Service inspections and reducing the number of different inspectors visiting the site. The fee change will result in no licensing fee increases and licensing fee reductions of 57 - 79% (reductions of $120 to $335, respectively) for approximately 55% of the CCLE inspected child care facilities.
