Summary Explanation/Background
THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/FACILITIES MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development did not establish a County Business Enterprise (CBE) participation goal (Exhibit 2).

The solicitation is to engage a consultant for the development, implementation, and support of a countywide Job Order Contract (JOC) Program. As part of the JOC Program, the consultant will also provide a web-based software system, that will be used by using agencies and awarded contractors to develop individual project proposals.

The JOC Program enables Broward County agencies to engage contractors of various sizes to perform building/facilities construction and renovation, and site-related work. The consultant will work with the County to develop competitive bidding documents (to solicit and award JOC contractors), including a unit price book/catalog, technical specifications, and contractual requirements.

The Request for Proposals (RFP) procurement method was selected for this project to best serve the County with multiple evaluation criteria emphasizing the vendor’s qualifications. The RFP method provides for predefined evaluation criteria for ranking of firms based upon the required specialized technical expertise. Proposers are required to determine the best method to accomplish the specialized services as outlined in the RFP (Exhibit 1).
