A. MOTION TO APPROVE utilization of the State of Florida Department of Management Services, SUNCOM Mobile Communication Services Contract No. DMS-10/11-008 for county-wide wireless voice and data services in the estimated amount of $450,000 annually between Broward County and AT&T Mobility National Accounts, LLC for wireless voice and data services for the Enterprise Technology Services Division.

B. MOTION TO NOTE FOR THE RECORD Participating Addendum pursuant to the State of Florida Department of Management Services Agreement between Broward County and AT&T Mobility National Accounts, LLC, Contract No. DMS-10/11-008 for wireless voice and data services for the Enterprise Technology Services Division in the estimated amount of $450,000 annually, executed on February 7, 2017. The participating Addendum began upon execution by the Board and shall continue for the duration of the State of Florida Contract No. DMS-10/11-008 (including extension thereto), unless earlier terminated. The current term of the State of Florida Contract No. DMS-10/11-008 is through January 11, 2022.

In accordance with Broward County Procurement Code, Section 21.36, the Director of Purchasing may purchase directly, without bids or quotations, from a General Services Administration (GSA) contract from federal, state or local contracts if the awarding jurisdiction and/or the vendor agree to allow the County to purchase therefrom. Additionally, in accordance with the Broward County Procurement Code, Section 21.31.a.4, the Board is required to approve all awards exceeding $250,000 per annum or $400,000 in a multi-year period.

Provides alternate cellular plan options to Broward County.

THE PURCHASING DIVISION AND THE FINANCE AND ADMINISTRATIVE SERVICES DEPARTMENT/ENTERPRISE TECHNOLOGY SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

On February 7, 2017 (Agenda Item No. 28), the Board approved utilization of the State of Florida Department of Management Services, SUNCOM Mobile Communication Services Contract No. DMS-10/11-008 for County-wide wireless voice and data services. Motions for approval included the Participating Addenda with Sprint Solutions, Inc.; Verizon Wireless Personal Communications LP D/B/A Verizon Wireless; and Verizon Wireless of the East LP D/B/A Verizon Wireless by Cellco Partnership, its General Partner.

In preparation for Board action, the removal of the Motion to approve the AT&T executed Participating Addendum occurred, because the County’s foremost priority centered on discussions regarding AT&T cellular coverage in the Main Courthouse. Due to a miscommunication after the removal of the Motion, the Mayor and Clerk inadvertently executed the Participating Addendum with AT&T. The executed Participating Addendum has remained inactive awaiting retroactive Board approval.

Discussions with AT&T Wireless have moved into a design phase and in a good faith effort, AT&T provided cellular amplified connections resulting in a dramatic increase of coverage within the lower floors of the Main Courthouse. AT&T Wireless has committed the necessary funding to install equipment throughout the building enabling full cellular coverage for constituents.

This action will align AT&T under the contract structure of cellular carriers who provide the County maximum flexibility in choosing wireless solutions, various cellular products and services tailored to the County's operational needs. The addition of AT&T wireless services under the State of Florida SUNCOM contract provides for an estimated annual cost savings of $22,000.
