MOTION TO AWARD open-end contract to low responsive, responsible bidder, Advanced Data Cabling and Consulting, Inc. (ADCC, Inc.), a certified County Business Enterprise, for Group 1, Inside/Outside Plant Cabling, Bid No. BLD2114202B1, for the Enterprise Technology Services Division, in the annual estimated amount of $1,093,988, including allowances in the estimated amount of $125,750, and authorize the Director of Purchasing to renew the contract for two one-year periods, for a three-year potential estimated amount of $3,281,964. The initial contract period begins on the date of award and terminates one year from that date, contingent upon receipt and approval of insurance/performance and payment guaranty.

THE PURCHASING DIVISION AND THE FINANCE AND ADMINISTRATIVE SERVICES DEPARTMENT/ENTERPRISE TECHNOLOGY SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) designated this a reserved project for County Business Enterprise (CBE) firms. The OESBD determined that Advanced Data Cabling and Consulting, Inc. meets the eligibility criteria of the CBE reserve program. The Director of Purchasing determined the other two bidders, ASE Telecom & Data, Inc. and Precision Contracting Services, Inc., to be non-responsive based on the findings from the OESBD that these bidders are not certified CBE firms and; therefore, are non-compliant with the CBE requirements of this solicitation (Exhibit 2).
The purpose of this contract is to provide installation, maintenance and support of inside plant wiring and cabling for various agencies served by the Enterprise Technology Services Division (ETS). The scope of work includes the installation and repair of optical fiber, conduit, cable equipment, and other cable materials for inside facility applications necessary to ensure technology infrastructure connectivity and preserve voice and data networks. These contracts will allow ETS to respond quickly to agency service needs and expedite voice and data network repairs.
The procurement carries a 50% performance and payment guaranty. The Purchasing Division confirmed with the surety company that Advanced Data Cabling and Consulting, Inc. has the capacity to obtain the required guaranty.
The allowances in this contract, in the annual not-to-exceed amount of $125,750, include: $10,000 for non-County agency permits and fees; $75,000 for parts, materials and miscellaneous items; $40,750 for specialized subcontractor fees and equipment rental that may be required during the course of the contract and are not covered by existing bid items. Expenditures under these allowance items must be approved by the contract administrator and will be reimbursed at the contractor's actual incurred cost, without mark-up (Exhibit 1).
In accordance with the Broward County Workforce Investment Program, Broward County Administrative Code, Section 19.21, these services are subject to the Workforce Investment Program. Advanced Data Cabling and Consulting, Inc. agrees to be bound to the contractual obligations of the Workforce Investment Program.
ETS reviewed the bid submitted by Advanced Data Cabling and Consulting, Inc. and concurs with this award recommendation (Exhibit 3). One vendor performance evaluation was completed for Advanced Data Cabling and Consulting, Inc.; the firm has an overall rating of 5.0 out of a possible rating of 5.0. Copies of the vendor performance evaluation are available upon request.
The Purchasing Division researched the prices submitted by the recommended bidder, Advanced Data Cabling and Consulting, Inc., and determined that the prices submitted are fair and reasonable in comparison to the previous Broward County contract, one existing Broward County contract, and internet research (Exhibit 4).
There are two groups within this solicitation No. BLD2114202B1, Group 1 for Inside Plant Cabling and Group 2 for Outside Plant Cabling. The Board awarded Group 2 on January 9, 2018 (Item No. 15).
The initial bid for Group 1 submitted by Advanced Data Cabling and Consulting, Inc. was $1,225,145; the vendor offered a voluntary price reduction to 46 out of 67 bid line items, resulting in a price reduction of $131,156 and a revised total amount of $1,093,989. The Broward County Procurement Code, Section 21.30.f.2(c), allows for a voluntary price reduction of the bid price, if the reduction does not result in the modification or deletion of any condition of the bid (Exhibit 1).
The amounts referenced in this agenda were rounded to the nearest whole dollar. Vendor payments will be based on the actual total bid amount. The bid tabulation reflects the actual amount of the award.
