Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.73.c., Board of County Commissioners’ approval is required for change orders of $250,000 or more.

Summary Explanation/Background
THE PUBLIC WORKS DEPARTMENT/WATER AND WASTEWATER SERVICES DIVISION RECOMMENDS APPROVAL.

The Public Works Department and the Office of Economic and Small Business Development (OESBD) established a 29% County Business Enterprise (CBE) participation goal for this contract. Poole & Kent Company of Florida, committed to 29.06% CBE participation, which has been reviewed and approved by the OESBD. To date, Poole & Kent Florida has been paid $2,823,458 with CBE firms receiving $1,597,132, yielding 56.6% participation.

On August 16, 2016 (Item No. 54), the Board of County Commissioners awarded the original contract in the amount of $5,499,050. The original scope included improvements to the primary pump system and piping, electrical room motor control center, air conditioning, ventilation system, and telemetry system.

This proposed change order will provide new influent and discharge connections for a future County project which will completely re-route the force mains to and from Master Pump Station 450. Currently, force mains in the area of the station run directly through the Water Treatment Plant 1A site. It is essential to replace these force mains, and re-route them outside of the Water Treatment Plant site to minimize any potential hazards from leaks and broken mains. Master Pump Station 450 is a high flow station and the installation, start-up, and maintenance of a temporary full bypass system is challenging and costly. Staff recommends performing the work to install the piping connections now, while the station is already in full bypass to significantly mitigate any inherent risks and provide cost savings to the future project.
