Summary Explanation/Background
THE PURCHASING DIVISION AND THE BROWARD COUNTY LIBRARIES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

This item supports the Board's value: "prominently marketing Broward County as a brand, while increasing public understanding of programs and services" and its goals: "consistently and effectively market and brand Broward County programs and services, locally and globally, through effective collaboration" and "promote to the public, through effective diversification of mediums and messages, the County’s positive works and efforts to improve the quality of life for all residents."

This item also supports the Board's value: "cultivating community culture, arts, recreation and life-long learning" and its goals: "provide diverse artistic, cultural, educational, and historical amenities and programs that contribute to a vibrant, multi-cultural and economically-viable community, including an annual signature event"; "improve access to business development, educational, cultural, and recreational opportunities and amenities to the economically disadvantaged"; "in coordination with our community partners, market and deliver world-class recreational opportunities" and "enhance funding for Library programs and various life-long-learning opportunities for our residents and visitors."

The Office of Economic and Small Business Development established a County Business Enterprise participation goal of 10% for this project (Exhibit 2).

On June 15, 1993 (Item No. 10), the Board awarded a contract to the CARL Corporation for an Integrated Library Automation System (ILS) for the Libraries Division for $2,324,781. The Board approved a First Amendment to this agreement on October 3, 1995 (Item No. 20). On May 24, 2011 (Item No. 22.B), the Board entered into a Second Amendment for the ILS services, that extended the duration of the Agreement for an additional one-year term with four one-year renewal options for a total not-to-exceed amount of $1,694,424. On April 5, 2016 (Item No. 36), the Board entered into a Third Amendment for the ILS services that further extended the Agreement for an additional three years in the total not-to-exceed amount of $1,830,000.

The Libraries Division solicited the use of a consultant to conduct a market study analysis of various integrated library service vendors that serve large libraries to provide a five-year cost analysis for implementation of an enhanced or replacement system. In the final report, provided by RMG Consultants, Inc. on September 28, 2015, they identified at least three likely vendors who could provide a replacement system.  
 
The purpose of this solicitation is to engage the services of a qualified firm to provide a Software as a Service (SaaS) Next Generation Integrated Library System (NGS) and Discovery Services (DS) solution to replace the current CARL ILS. The new system will enable the Libraries Division to effectively manage the processes of acquiring, describing and making available all library resources.

The RFP method of procurement was selected for this project to best serve the County with additional evaluation criteria other than price alone. The RFP method provides for predefined evaluation criteria for ranking of firms based upon the required specialized technical expertise. Proposers are required to determine the best method to accomplish these specialized services.

Funding for each requirement will be obtained by the appropriate source at the time of release in the estimated project amount of $1,700,000 for a potential seven-year period (five-year initial term, plus two, one-year renewal options).
