Why Action is Necessary
Section 21.43 of the Broward County Administrative Code provides that no contract for supplies or services shall extend beyond five years without the express consent of the Board.
What Action Accomplishes
Extends the term of the Agreement between Broward County and UniRush, LLC for Electronic Payroll Services on a month-to-month basis not to exceed nine months, and ensures that the Agreement complies with Florida Statutes, Chapter 119.

Summary Explanation/Background

THE FINANCE AND ADMINISTRATIVE SERVICES DEPARTMENT AND THE ACCOUNTING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
 
On February 16, 2012, Broward County and Wright Express Corporation entered into an Agreement for Electronic Payroll Services (“Agreement”).  All of Wright Express Corporation’s rights and responsibilities under the Agreement were transferred, delegated, and assigned to UniRush, LLC. On February 14, 2017, Broward County and UniRush, LLC entered into the First Amendment to the Agreement, which extended the Agreement on a month-to-month basis through February 16, 2018. Under the Agreement, UniRush, LLC provides electronic payment cards to County employees who do not wish to use direct deposit so that employees are paid electronically rather than by paper check. UniRush does not charge Broward County for this service.
 
The Second Amendment, which will extend the term of the Agreement on a month-to-month basis not to exceed nine months, will provide additional time for the completion of the Request for Proposal solicitation process. In addition, the Second Amendment will ensure that the Agreement complies with the public records requirements specified in Florida Statutes, Chapter 119.
