Summary Explanation/Background
THE PURCHASING DIVISION AND THE EVALUATION COMMITTEE RECOMMEND APPROVAL OF THE ABOVE MOTION.

This procurement was solicited to engage the services of a qualified firm to generate a Broward County Transit (BCT) ten-year Transit Development Plan (TDP) for Fiscal Years 2019-2028 for the Transit Division. The TDP is BCT's strategic business plan and visioning document. The TDP will define the public transportation needs in Broward County, evaluate the services BCT currently provides, involve a robust public participation process, coordinate and seek input from stakeholders and existing planning efforts, develop agency and community goals and objectives, develop a plan of transit capital and service alternatives that addresses the community’s transit needs and develop an action plan that can be monitored and updated by BCT on an annual basis.
 
On September 26, 2017 (Item No. 32), the Board approved the Request for Proposals (RFP) No. V2114784P1, Consultant Services for Fiscal Years 2019-2028 Transit Development Plan. Prior to the initial RFP advertising deadline at 5 p.m. on October 16, 2017, one submittal was received in BidSync. In accordance with the Procurement Code, Section 21.87.e, if the County receives less than three proposals, the Director of Purchasing may extend the opening date. The opening date was extended through BidSync. At the time of the extended deadline, 5PM on November 8, 2017, no additional firms submitted a proposal in response to the RFP.
 
On January 18, 2018, a Combination Initial and Final Evaluation Meeting was held. After evaluation and voice vote, the Evaluation Committee named Tindale-Oliver & Associates, Inc. DBA Tindale Oliver as the first-ranked firm (Exhibit 1).

The Evaluation Committee's proposed recommendation of ranking was posted on the Purchasing Division website from January 23 through January 25, 2018, which provided an opportunity for any proposer or interested party to present any new or additional information regarding the responsibility of the proposers. There was no additional information submitted within this timeframe.

The Evaluation Committee's final recommendation of ranking was posted on the Purchasing Division website from January 26, 2018 through February 1, 2018, which provided an opportunity for any aggrieved proposer to file a formal protest. There was no protest filed within this timeframe.
