Requested Action
MOTION TO ADOPT budget Resolution No. 2018-041 transferring funds from the Board of Rules and Appeals reserves in the amount of $206,195 for Fiscal Year 2018 to purchase training from National Fire Protection Association (NFPA) for all inspectors, plan examiners and supervisors located within Broward County who are certified by the Board of Rules and Appeals. Classes size will be between 25 and 27 people.

Transfers from reserves require Board of County Commissioners approval.
What Action Accomplishes
The action transfers $206,195 from BOARD reserves and creates a training budget to be used in compliance with Article IX, Section 9.02 (A) (4) of the Broward County Charter as provided below:

(4) The Board of Rules and Appeals shall organize, promote and conduct training and educational programs designed to increase and improve the knowledge and performance of those persons certified by the Board of Rules and Appeals pursuant to the Building Code and may require the completion of certain minimum courses, seminars or other study programs as a condition precedent to the issuance of certificates by the Board of Rules and Appeals pursuant to the Building Code.

Summary Explanation/Background
The Board of Rules and Appeals Board on November 9, 2017 at its regular meeting in agenda item No. 5 unanimously approved the Administrative Director's request to create a training program over a three year period from 2018 to 2020 to provide training to all local building and fire departments whose members are certified by the Board, this training will obtain a higher level of expertise and thereby contribute to a higher level of building and fire safety in the communities served by the Board.

Approval of this resolution will transfer $206,195 for the Fiscal Year 2018 first year of training to facilitate compliance with Section 9.02 (A) (4) of the Broward County Charter

The Board of Rules and Appeals as of its November 9, 2017 Board vote has $4,928,400 in reserves as determined by the County's budget office.
