MOTION TO ADOPT Resolution No. 2018-036 of the Board of County Commissioners of Broward County, Florida, authorizing appropriation and disbursement of Ryan White Part A funds to Service Providers for Fiscal Year 2018 commencing March 1, 2018 in the estimated amount of $13,959,503; extending the terms of certain previously-approved agreements  for six months; authorizing the County Administrator to execute the extension amendments and  to take all necessary administrative and budgetary actions to implement the agreements; and providing for severability and an effective date.

ACTION:  (T-10:32 AM)  Approved.

VOTE:  9-0.  Commissioners Geller and Sharief voted in the affirmative telephonically.
Why Action is Necessary
In accordance with the Broward County Administrative Code Section 23.7, appropriation and disbursement of funds with external agencies and resolutions authorizing the County Administrator to execute the appropriate agreements and amendments are subject to approval by the Board of County Commissioners.
What Action Accomplishes
Adoption of this Resolution provides for continuity of services in the Ryan White Part A Program through Fiscal Year 2018, including disbursement for renewed agreements and extensions of existing agreements  until the Human Services Department completes the required Request for Proposal (RFP) process.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

This recommendation supports the Commission Value of “Approaching human services collaboratively and compassionately, with special emphasis on the most vulnerable” and the Goals to: "Deliver evidence-based services to the public, and connect customers and their family members, to sustainable support, with special emphasis on financial supports,” and; "Effectively advocate for and acquire municipal, state and federal financial support to equitably address health and human services needs of the entire community, through a truly coordinated system of care." The Ryan White Part A Program funding facilitates planning and provision of services to eligible persons living with HIV that reside in Broward County.

Board approval is requested for the Fiscal Year 2018 estimated funding disbursement of renewal (R) agreements listed under Exhibit 1, Attachment A.  Approval is also requested for six-month extensions (E) to previously-approved agreements listed under Exhibit 1, Attachment B.

Broward County has received federal funding from the U.S. Department of Health and Human Services Health Resources and Services Administration (HRSA) since Fiscal Year 1991. The Ryan White Part A program is authorized under Part A of Title XXVI of the Public Health Service Act, as amended by the Ryan White HIV/AIDS Treatment Extension Act of 2009 (RWTE). The Minority AIDS Initiative (MAI) program was established to provide health and support services to minority populations who are disproportionately affected by the HIV/AIDS epidemic with no other means to pay for services.

The purpose of the RWTE Act and MAI Funding is to provide critical health and support services to low income and uninsured persons with HIV/AIDS. Approximately 19,585 people live with HIV/AIDS in Broward County, many of whom have utilized MAI funding in coordination with Part A funding, resulting in a safety-net of core medical and support services.

The Ryan White federal grant period is March 1st through February 28th. Historically, the Notice of Grant Award from HRSA is received close to, or after, the commencement date. To avoid an interruption in HIV care funded by the RWTE, the Community Partnerships Division (CPD) desires to renew existing Part A Core Medical and Support Services and Planning and Evaluation Agreements, effective March 1, 2018, in the amount of $13,306,972 (Exhibit 1, Attachment A). CPD also wishes to extend existing MAI agreements for a period of six months in the amount of $652,531, effective March 1, 2018 (Exhibit 1, Attachment B). Approval of this item ensures continuity of care until Broward County receives the Fiscal Year 2018 Notice of Grant Award from HRSA and completes the RFP process for MAI services.

The Human Services Department, Community Partnerships Ryan White MAI Services Fiscal Year 2018 RFP will open on February 12, 2018. Staff anticipates presenting the results and funding recommendations for Board approval in June 2018, with the new MAI agreements commencing  September 1, 2018. The initial term of the new MAI agreements will be for six months, with two one-year options to renew. Organizations eligible to apply for MAI Core Medical and Support Services are not-for-profit organizations incorporated in the State of Florida with a 501(c)(3) status and governmental entities.

All performance outcome measures are being met by the agencies listed on Exhibit 1, Attachments A and B.

The Office of the County Attorney will review and approve amendments prior to execution by the County Administrator.
