Requested Action
MOTION TO ADOPT Resolution No. 2018-037 of the Board of County Commissioners of Broward County, Florida, certifying, pursuant to Section 220.183(3), Florida Statutes, that the 40 Lot Housing Infill Project located in the Broward Municipal Services District (BMSD) is consistent with the Broward County Consolidated Plan for community development actions approved by the U.S. Department of Housing and Urban Development (HUD), the Broward County Comprehensive Plan, the Central County Community Redevelopment Plan, and the Central County Targeted Planning and Economic Development Strategy for NW 27th Avenue; and providing for severability and an effective date.

ACTION:  (T-12:08 PM)  Approved.  The Board requested that information come back to the Board as to changing how the project is designed with a countywide initiative.  (Refer to minutes for full discussion.)

VOTE:  9-0.  Commissioners Geller and Sharief voted in the affirmative telephonically.
Why Action is Necessary

Action is necessary to enable ten nonprofit housing development agencies to utilize tax credits in development activities/purchases regarding the 40 affordable housing units being constructed in the BMSD.

Summary Explanation/Background
THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE HOUSING FINANCE AND COMMUNITY REDEVELOPMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE RESOLUTION.

This item supports the Board’s vision of offering sustainable, compatible, innovative housing options for all income levels, including integrated supportive housing and rapid-rehousing: Goal 1: Facilitate a regional approach to growth and redevelopment through coordination and collaboration at the federal, state, county, and local levels; Goal 2: Strengthen stakeholder partnerships to increase the availability of affordable housing options of all types (e.g. rental, purchase, supportive, etc.), county-wide, in every community; and Goal 3: Develop, through effective community collaboration, neighborhoods and communities incorporating intermodal connectivity, while integrating energy efficiency, community resilience, and other livability standards and initiatives.

On March 14, 2017, the Board adopted Resolution No. 2017-085, conveying 40 County owned lots in the BMSD to ten nonprofit affordable housing developers for the purpose of constructing new single family homes to be sold to income eligible homebuyers (Attachment 1 to Exhibit 1).  The nonprofit developers seek to submit applications to the State of Florida Department of Economic Opportunity (DEO) to participate in the Community Contribution Tax Credit Program (CCTC) pursuant to Section 220.183, Florida Statutes, to assist with development of their individual projects. The ten nonprofit affordable housing developers are: 1) Urban League of Broward County, 2) Broward Alliance for Neighborhood Development, Inc. (BAND), 3) Housing Opportunities, Mortgage Assistance, and Effective Neighborhood Solutions, Inc. (HOMES, Inc.), 4) Broward County Minority Builders Coalition, Inc., 5) Sunrise City Community Housing Development Organization, Inc., 6) Liberia Economic and Social Development, Inc., 7) Neighborhood Housing Services of South Florida, Inc., 8) Housing Foundation of America, Inc., 9) Habitat for Humanity of Broward, and 10) Dania Economic Development Corporation, Inc.

Participation in the CCTC Program requires a resolution from Broward County certifying that the projects are consistent with the following County plans: The Consolidated Plan for community development actions approved by the U.S. Department of Housing and Urban Development (HUD), the Broward County Comprehensive Plan, the Central County Community Redevelopment Plan, and the Central County Targeted Planning and Economic Development Strategy for NW 27th Avenue, and all applicable regulations (Exhibit 1).

This program enables the nonprofit developer to solicit and receive contributions for the project that may qualify the donor for Community Contribution Tax Credits.
