MOTION TO APPROVE First Amendment to the deliberately phased Agreement between Broward County and Cartaya and Associates, Architects, P.A., for Consultant Services for Cruise Terminals 2 and 4 Parking Deck Expansion and Roadway Improvements, Request for Proposals (RFP) No. R2111178P1, to increase the total not-to-exceed amount by $728,000 for Basic Services, increase reimbursables by the not-to-exceed amount of $10,000, and increase optional additional services by the not-to-exceed amount of $35,000, for a new total not-to-exceed contract value of $5,173,000; and authorize the Mayor and Clerk to execute same.

Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.31.b.2, the Board is required to approve all awards for professional services exceeding $100,000.

Summary Explanation/Background
THE PORT EVERGLADES DEPARTMENT RECOMMENDS APPROVAL.

This item supports the Broward County Board of County Commissioners' Value of "Empowering economic opportunities for all people and businesses in Broward" and Goal to "Increase the economic strength and impact of revenue-generating County enterprises balancing economic, environmental and community needs."

The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise (CBE) participation goal of 25% for this project.  Cartaya and Associates, Architects, P.A., committed to 54.1% CBE participation. To date, Cartaya and Associates, P.A., has achieved an 83% participation rate (see Exhibit 3). 

On January 10, 2017, (Item No. 22), the Broward County Board of County Commissioners approved a deliberately phased Consultant Services Agreement between Cartaya and Associates, Architects, P.A., and Broward County providing for programming and design services for a new parking garage to be constructed west of Cruise Terminal 4 at Port Everglades to serve cruise passengers leaving from Cruise Terminals 2 and 4.

This Amendment to the Agreement provides for additional design services to modify the design to include ramps to access the new parking structure from the north side of the garage, two additional floors to be added to the parking structure in the future as needed, as well as to conduct a traffic operations analysis for the garage.

One Sunshined negotiations meeting was held to negotiate this Amendment to the Agreement on November 8, 2017.  The meeting was attended by representatives of Cartaya and Associates, Architects, P.A., along with their sub-consultants including Ammann & Whitney, Kimley-Horn, Dumon Design, Atkins Global and the Port Everglades Department.
