A. MOTION TO APPROVE Work Authorization No. R&B18-01 in accordance with the Agreement between Broward County and Ross & Baruzzini, Inc. for Continuing Services for Security Systems and Infrastructure Project Management Services (RFP No. X1424609P1), to provide project management services for Access Control, Visitor Management and Badge Production System in the amount not-to-exceed $155,967, consisting of $152,967 for basic services and $3,000 for reimbursable expenses, with a time for performance of 301 consecutive calendar days from the issuance of the Notice to Proceed; and authorize the Mayor and Clerk to execute same.

B. MOTION TO APPROVE Work Authorization No. R&B18-02 in accordance with the Agreement between Broward County and Ross & Baruzzini, Inc. for Continuing Services for Security Systems and Infrastructure Project Management Services (RFP No. X1424609P1), to provide project management services for Wireless Mesh Architecture System in the amount not-to-exceed $165,759, consisting of $162,759 for basic services and $3,000 for reimbursable expenses, with a time for performance of 301 consecutive calendar days from the issuance of the Notice to Proceed; and authorize the Mayor and Clerk to execute same.

In accordance with Section 4.5 of the Agreement between Broward County and Ross and Baruzzini, Inc., Broward County Board of County Commissioners’ approval is required for work authorizations that exceed the award authority of the Director of Purchasing.

A. Provides for project management services for replacement and upgrade of the access control, visitor management and badging production systems at Port Everglades.

B. Provides for project management services for implementation of a new wireless mesh architecture for security systems at Port Everglades.

THE PORT EVERGLADES DEPARTMENT RECOMMENDS APPROVAL.

This item supports the Broward County Board of County Commissioners' Value of "Empowering economic opportunities for all people and businesses in Broward" and Goal to "Increase the economic strength and impact of revenue-generating County enterprises balancing economic, environmental and community needs."

On May 9, 2017 (Item No. 16), the Broward County Board of County Commissioners approved an Agreement between Broward County and Ross & Baruzzini, Inc. for Continuing Services for Security Systems and Infrastructure Project Management Services (RFP No. X1424609P1) to provide project management services to assist County staff with design and implementation of security systems and security infrastructure projects at Port Everglades.  Project taskings under the Agreement occur through the Work Authorization process.

The purpose of work authorization R&B18-01 and R&B18-02 is to task Ross & Baruzzini, Inc. with providing project management services for two projects at the Port: the replacement and upgrade of the existing access control, visitor management and badging production system; and the implementation of a new wireless mesh architecture for security systems at the port.

These work authorizations were negotiated in two sunshined negotiations meetings held on October 2, 2017, and October 11, 2017. These meetings were attended by representatives from Ross & Baruzzini, the Purchasing Division, and the Port Everglades Department.

The Work Authorizations have been reviewed by the Port Everglades Risk Manager and approved as to form by the Office of the County Attorney.
