MOTION TO APPROVE First Amendment to Agreement between Broward County and Universal Protection Services, LLC, d/b/a Allied Universal Security Services for Security Officer Services for Port Everglades, Fort Lauderdale-Hollywood International Airport, and North Perry Airport (RFP No. R131116P1) increasing the maximum not-to-exceed amount by $5,676,020, from $17,700,000 to $23,376,020 through September 30, 2018; and authorize the Mayor and Clerk to execute same.

In accordance with Section 21.31.a.4 and 21.47 of the Broward County Procurement Code, any amendment that exceeds $400,000 requires Board approval.

Summary Explanation/Background
THE PORT EVERGLADES DEPARTMENT RECOMMENDS APPROVAL OF THIS MOTION.

This item supports the Broward County Board of County Commissioners’ Value of “Ensuring economic opportunities for all people and businesses in Broward” and Goal to “Increase the economic strength and impact of revenue-generating County enterprises balancing economic, environmental, and community needs”.

On September 7, 2015 (Item No. 20), the Board approved the Agreement between Broward County and AlliedBarton Security Services LLC ("AlliedBarton") to provide non-sworn security officer services at Port Everglades, Fort Lauderdale-Hollywood International Airport, and North Perry Airport for a term commencing on October 1, 2015, and ending September 30, 2018, with the ability of the Director of Purchasing to renew the agreement for up to two additional one-year periods.

On January 10, 2017, the Director of Purchasing accepted the assignment of the Agreement from AlliedBarton to Universal Protection Service, LLC, d/b/a Allied Universal Security Services ("Allied Universal").

This First Amendment to the Agreement increases the maximum not-to-exceed amount by $5,676,020, from $17,700,000 to $23,376,020, for the three-year term of the Agreement, to account for projected increases in security services required at Port Everglades, Fort Lauderdale-Hollywood International Airport, and North Perry Airport. Any increases for the option terms will be the subject of a separate amendment.

Since the Agreement was approved in 2015, the Fort Lauderdale-Hollywood International Airport (FLL) has seen an increase in requirements to deploy more security officers than was originally anticipated. The total number of passengers at FLL increased from 25 million in 2015 to a projected 30 million in 2017. To handle this growth and meet all Transportation Security Administration compliance requirements, the Broward County Aviation Department (BCAD) augmented security services with additional contracted Allied Universal security personnel at previously-identified and new locations. Security services provided, include, but are not limited to staffing: exit lanes to prevent unauthorized access into the concourse; curbside operations to support the BCAD and the Broward Sheriff’s Office (BSO) providing traffic management and enforcement at crosswalks, terminals curbside loading zones and parking lots and garages; employee screening areas to assist in mitigating the risk of insider threats by detecting prohibited items/weapons from entering the designated secure areas of the Airport; and the Employee Parking Lot. In addition, due to higher passenger counts during peak days at Port Everglades resulting from the deployment of larger cruise vessels, Port Everglades was required to increase access control officer staffing and shift durations at Port Everglades access control points.

The Agreement with Allied Universal established a County Business Enterprise (CBE) goal of 15%. Allied Universal's CBE participation is 22.9% as of November 8, 2017, through their CBE subcontractor Westmoreland Protection Agency, Inc., as verified by the Office of Economic and Small Business Development (see Exhibit 3).

The Amendment has been reviewed by the Port Everglades Risk Manager and approved as to form by the Office of the County Attorney.
