Why Action is Necessary
A. In accordance with the Broward County Procurement Code, Section 21.34, a sole source/brand procurement above the award authority of the Director of Purchasing must be approved and awarded by the Board.

B. In accordance with the Broward County Procurement Code, Section 21.14.c.6, the Director of Purchasing shall execute all contracts and amendments within the Director’s approval authority and agreements delegated by the Board for the Director’s execution.

Summary Explanation/Background
THE FINANCE AND ADMINISTRATIVE SERVICES DEPARTMENT AND THE RECORDS, TAXES, AND TREASURY DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

On October 6, 2010, the Director of Purchasing approved the Granicus Application and Hosting Services Agreement.

On October 16, 2013, the Director of Purchasing approved the First Amendment to the Granicus Application and Hosting Services Agreement allowing the County to purchase additional hardware to meet new video standards.

On April 10, 2014, the Director of Purchasing approved the Second Amendment to the Granicus Application and Hosting Services Agreement to incorporate the Citizen Participation Suite.

On October 29, 2015, the Director of Purchasing approved the Hosting Services Agreement.

Currently, the County uses the Government Transparency and Citizens Participation Suites of software. These applications allow for the online publishing and captioning of the Board of County Commissioners' meetings, and citizen interaction tracking, respectively. The full Legislative Management  Suite will allow the County to seamlessly integrate the Board Agenda workflow and creation processes with the existing County applications and provide a boards management application for integration of advisory boards and commissions.

In addition, the application will perform meeting management, storage, indexing and integration with external data repositories such as Municode. All of the applications are proprietary to and thus available only directly from Granicus. There are no resellers or channel partners available in the marketplace. Given the history of County use of the software and the tight integration across the various Granicus products, this is the Most Reasonable Source from which to procure such an application solution.

The one-time start-up costs for the Legislative Management Suite and related services have been waived by the Granicus, Inc. Ongoing support for the Legislative Management Suite and related services includes a 20% existing customer, ongoing annual discount. As a result of the customer discount, the overall estimated annual contract amount will increase by $70,000, from $60,000 to $130,000.
