THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/WATER AND WASTEWATER SERVICES RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise (CBE) goal of 25% for this contract. Florida Design Drilling Corporation committed to 27.2% CBE participation, which has been reviewed and approved by OESBD (Exhibit 2).
In accordance with the Broward County Workforce Investment Program, Broward County Administrative Code, Section 19.21, these services are subject to the Workforce Investment Program. Florida Design Drilling Corporation has agreed to be bound to the contractual obligations of the Workforce Investment Program.
This contract provides for the removal and installation of two emergency power generators at the 1A1 and 1B1 Water Treatment Plants for Water and Wastewater Services.
This procurement carries a 100% performance and payment guaranty. The Purchasing Division confirmed with the surety company that Florida Design Drilling Corporation has the capacity to obtain the required guaranty.
The allowances incorporated into this contract in the amount of $40,740 include: $30,240 for non-Broward County permit fees; $2,500 for Broward County permit fees; $1,000 for Water and Wastewater Services/Broward Sheriff's Office Identification Badges; $5,000 for testing fees; and $2,000 for fire watch fees. Expenditures under these allowance items must be approved by the contract administrator and will be reimbursed at the contractor's actual cost without mark-up.
The low bidder, Florida Design Drilling Corporation (a non-local business), and Intercounty Engineering, Inc., the third bidder, was determined to be a local business, and its bid amount was within 10% of the non-local bidder's bid amount. PC Construction Company (second bidder) is a local business, but was not eligible to submit a best and final offer since it did not possess a valid local business tax receipt issued at least one year prior to bid opening date. Therefore, in accordance with the Local Preference Ordinance, the Best and Final Offer (BAFO) process was extended to Florida Design Drilling Corporation (a non-local business) and Intercounty Engineering, Inc.
The bid validity for this project expired on September 9, 2017. Intercounty Engineering, Inc. did not extend the bid validity for this project. Florida Design Drilling Corporation extended its bid validity through December 31, 2017. Through the BAFO process, a total of $50,000 was saved.
Water and Wastewater Services reviewed the bid submitted by Florida Design Drilling Corporation and concurs with the recommendation for award. One vendor performance evaluation has been completed for Florida Design Drilling Corporation; the firm has a rating of 4.23 out of a possible 5.0. A copy of the vendor performance evaluation is available upon request.
Water and Wastewater Services reviewed Florida Design Drilling Corporation's prices and found the prices to be reasonable, based on the complexity of the work (Exhibit 4).
There was no protest or appeal filed regarding this procurement.
The bid posted on March 20, 2017 and opened on May 12, 2017; six bids were received with two declinations (Exhibit 1).
